Scope A is designated as emergency work requiring completion as soon as possible.

Scope B entails replacement of photoperiod rails used to move twelve sugarcane-growing carts in and out of the adjacent Photoperiod Building. All existing steel rails (six pairs total, with two pairs extended into the Crossing Greenhouse) must be removed and replaced with fiberglass-reinforced plastic (FRP) extrusions due to corrosion from "Triple 13" fertilizer spray. The contractor must saw-cut and grind a 3-inch by 3-inch slot adjacent to existing concrete slots, clean surfaces, install continuous FRP trough and hollow fiberglass rail assemblies, and fill the rail with 9000 PSI non-shrink epoxy grout. The FRP extrusions, adhesive, and epoxy grout must be contractor-supplied per provided specifications. Rail work is scheduled for December 2026 through March 2027 to accommodate summer sugarcane growing season. The tentative timeline includes spring 2026 contract award, two-month completion for roof work, four-month lead time for rail extrusion fabrication, and two-month completion for rail replacement. Both scopes require submittals signed by government, Davis-Bacon wages, bid bonds, bid guarantees, and construction payment and performance bonds.

Statement of Work for Site Construction Work USDA Sugarcane Research Site Houma Replacement of Crossing Greenhouse Roof and Replacement of Photoperiod Rails 501 Bull Run Road, Schriever (Houma, LA) 3/20/2026

The project scope includes the construction of two separate Scopes of Work, Scope A and Scope B, with work done at different times. Both projects take place at the USDA Sugarcane Research Site at 501 Bull Run Road, Houma, LA.

· Scope A is titled Replacement of the Crossing Greenhouse Roof.

· Scope B is titled Replacement of Photoperiod Rails.

Scope A: Replacement of the Crossing Greenhouse Roof

The existing Crossing Greenhouse was constructed about 2007. It was designed and constructed using metric dimensions. The Crossing Greenhouse footprint is 406040 mm x 10058 mm, with a height of 7010 mm from top of concrete slab to eave lower chord. The roof slopes up from this level (approx. 133’ x 30’. Plus 25’H to the eve, 32-degree roof slope). Contractor to verify dimensions. There is an enclosed link, glazed with acrylic sheet goods, between the existing Headhouse and the Crossing Greenhouse, which is not included in the scope of this project.

The existing roof was filled in with ¾” Thermolite panels with aluminum skins on both sides. Remove and dispose of all existing roof panels and spline gaskets. Clean metal frames in preparation for installing new panels and gaskets.

New panels shall be 16mm double-skinned acrylic sheet made from impact modified acrylic (polymethyl methacryllte, OR PMAA) polymer to be procured, cut as needed and installed to fit accurately and per manufacture’s recommendations. Provide new spline gaskets.

This scope includes replacing the panels in the existing ridge vents and eve vents.

Some of the ridge vents on the south side of the roof are damaged (bent) and not operating properly. There are 3 rods (driveshaft)that control the south side ridge vents. Remove, replace and adjust alignment of the 3 south side main rods that control the ridge vents so vents properly open and close. For the remaining ridge vents, as well as the eve vents, inspect the rods and parts and provide inspection reports describing their condition and any recommended repairs and/or adjustments needed by Others at a later date.

Repairs to eve vents or north-side ridge vents are not included in this scope, other than panel replacement.

Entire roof is to be replaced with new panels to provide a water-tight roof.

Leak Test

A systematic water test is required at the completion of the roof replacement and shall be witnessed by government personnel.

Required steps:

1. A JSA (Job Safety Analysis) must be completed prior to conducting the leak test.

2. The water test will require one person above the greenhouse and one person (a spotter) inside the greenhouse, both with radios.

3. Ensure all ridge vents and eve vents are properly closed.

4. Start the test at the lowest point of the roof and work your way up to the ridge. Pay extra attention to the ridge, gutter connections and ridge vents.

5. Use a standard garden hose with an adjustable spray nozzle. Apply a gentle shower spray (not a high-pressure jet) on targeted roof sections, ensuring joints, glazing bars and fasteners are sprayed, for 3-5 minutes per section.

6. Start at one end, spray the roof from the eve to the ridge. Continue around the greenhouse.

7. The spotter locates and documents any leaks.

8. Repair any detected leaks. If there were leaks, repeat leak test using the same methodology in repaired areas after repairs have been made.

9. Document results with a final report handled as a submittal.

Warranty Requirements on Acrylic panels

70% light transmission after 10 years in accordance with DIN 5063.

Standards Panels must meet ASTM D-635 for Flammability.

Warranty on Installation

One year leak-free roof installation.

Schedule

These are emergency repairs and need to be completed as soon as possible.

Scope B: Replacement of Photoperiod Rails

The existing Photoperiod Building is adjacent to the Crossing Greenhouse and is used for growing sugarcane. Sugarcane is grown in carts that automatically roll in and out of the Photoperiod building during the day to provide sufficient light for the plants. There are twelve carts, with two each riding on a pair of steel rails (total six pairs of rails). Two of the carts have longer rails than the others so the carts can roll into the adjacent Crossing Greenhouse. All rails shall be removed and replaced.

The sugarcane is sprayed with “Triple 13” fertilizer (a combination fertilizer containing 13% nitrogen, 13% phosphorus (as P2O5) and 13% potassium). The fertilizer is highly corrosive to the steel rail rails and fasteners, requiring constant repairs and replacement. The scope of this project is to remove the existing steel rails, saw-cut and grind an approx. 3” x 3” slot adjacent to the existing concrete slot, then remove all dust and debris and clean the concrete in preparation for adhesive. It is critical to grind the bottom of the bottom of the new slot to match the existing slot. The trough will lay in this cutout. Glue in continuous FRP extrusions for the cartwheels to ride on.

The extrusions will be continuous 2-part assemblies. An FRP trough shall be grouted into the resized concrete slot. A hollow fiberglass rail shall be grouted into the trough for the cartwheels to ride on. Note that the grouts specified for attaching the trough and rails are a thin system, more an adhesive than what is thought of as a grout.

The fiberglass rail shall be filled with 9000 PSI non-shrink epoxy grout. Grout can be pumped in from the ends or small holes can be drilled into the top flange periodically for grouting.

The contractor shall provide the FRP extrusions, adhesive and epoxy grout. Specifications have been provided for the FRP rails.

Schedule The existing rails are being used for growing sugarcane in the summer months. Rail repairs need to be done in the winter months, December 2026 thru March 2027.
