About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is seeking proposals to provide grease hood and duct cleaning services at multiple facilities on the base. The contractor will be responsible for cleaning kitchen exhaust systems on a recurring monthly basis in accordance with the performance work statement. Proposals will be evaluated based on technical capability and price, with an acceptable technical rating and lowest total evaluated price receiving the award. Responses are due by December 6, 2023.
This is a 100% total small business set-aside designated under NAICS code 561790. The place of performance is Wright-Patterson Air Force Base in Ohio. The base period of performance is from the date of award through February 23, 2029, with the contractor required to clean 19 grease hoods across the medical center and Areas A and B of the base on a monthly recurring basis.

COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial service, i.e. Grease Hoods and Duct Cleaning, as described in the Performance Work Statement (attachment 1). The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is conducted as a commercial service procurement using simplified acquisition proceedures, FAR Part 13. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Proposal evaluation does not permit tradeoffs between price and non-price factors. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.

This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial service, i.e. Grease Hoods and Duct Cleaning, as described in the Performance Work Statement (attachment 1). The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is conducted as a commercial service procurement using simplified acquisition proceedures, FAR Part 13. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Proposal evaluation does not permit tradeoffs between price and non-price factors. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.
