The contractor will be responsible for cleaning grease traps at Child Youth Program and Morale, Welfare, and Recreation facilities, ensuring compliance with environmental regulations, preventing blockages, and maintaining proper waste management through the removal of accumulated grease, debris, and waste materials. The original solicitation covered 13 Contract Line Item Numbers for various facilities, though an amendment removed eight CLINs for specific Child Development Centers and facilities. The evaluation will be conducted on a pass/fail basis for technical capability and past performance, with non-price factors being significantly more important than price in the selection process. Proposals were originally due September 3, 2025, but have been extended to September 15, 2025, at 1700 CST, with a site visit scheduled for August 27, 2025.
This opportunity does not utilize any set-aside designations and is structured as a firm-fixed-price contract with a base year and four one-year option periods. The remaining contract scope after the amendment covers grease trap cleaning services at facilities with varying trap capacities and cleaning frequencies, ranging from 2-4 times per year depending on the specific location. Services will be performed at Pearl Harbor, Hawaii, specifically at Joint Base Pearl Harbor-Hickam facilities including locations such as Hickam SAC, CDC West, Wright Bros. Cafe, and various bowling centers. The solicitation requires contractors to demonstrate past performance experience from similar contracts within the past 5 years and submit both technical and price proposals. No specific contract value or incumbent contractor information was disclosed in the available documentation.
