About this opportunity

The National Park Service at Lassen Volcanic National Park seeks quotations for grading and paving work at two locations in the park, with quotations due June 16, 2026, at 5:00 PM Pacific Time per Amendment 0001. This is a Total Small Business Set-Aside; only concerns meeting the NAICS 237310 size standard of $45 million in annual gross receipts may quote.

Place of performance is Lassen and Tehama Counties, California: Summertown Service Road and Maintenance Area (39489 Highway 44, Shingletown) and Mineral Headquarters Historic District (38050 Highway 36E, Mineral). The work comprises approximately 31,400 square feet of grading, drainage correction, subgrade preparation, compaction, and asphalt paving across both locations, performed under Davis-Bacon prevailing wage rates. Contract period of performance is July 1 through November 1, 2026, with work to commence within 10 calendar days of notice to proceed and complete within 120 calendar days. The government estimates total project costs under $300,000 but does not establish this as a ceiling or floor.

Asphalt placement must meet Caltrans Section 39 standards with 3/8-inch to 1/2-inch maximum aggregate size, 2-inch final compacted thickness, and 92–96 percent theoretical maximum density. Subgrade compaction must achieve minimum 95 percent Modified Proctor density. The contractor furnishes all labor, materials, equipment, supervision, testing, and traffic control, provides a one-year warranty against rutting, surface failure, premature cracking, and drainage failure, and must export all overburden from the park. Performance and payment bonds equal to 100 percent of contract price are required within 10 calendar days of award. A 20 percent bid guarantee per FAR 52.228-1 is required with quotations.

Evaluation factors are price, relevant experience with similar projects in the past six years, technical approach, and past performance references. Joe Pettegrew serves as Contracting Officer's Representative. Offerors must acknowledge receipt of Amendment 0001 prior to the June 16 deadline.
