About this file

This is a Contract Specifications document for grade and pave work at Lassen Volcanic National Park issued by the National Park Service under Solicitation #140P8426P0035 (PMIS Nos. 351252 and 206780), prepared in March 2026.

The work consists of grade reestablishment, drainage correction, subgrade preparation, compaction, and asphalt paving at two locations totaling approximately 31,400 square feet. Location 1—Summertown Service Road & Maintenance Area (39489 Highway 44, Shingletown, California)—comprises a 700-foot service road (7,000 SF) and 14,000 SF parking area requiring fine grading, compaction, drainage correction, and paving. Location 2—Mineral Headquarters Historic District (38050 Highway 36E, Mineral, California)—covers 10,400 SF between Buildings 16, 17, and 14, requiring minor grade improvements and drainage reestablishment prior to paving. The contractor must furnish all labor, materials, equipment, supervision, testing, and traffic control necessary for completion.

Specifications require subgrade compaction to minimum 95% Modified Proctor density with ±2% moisture conditioning, establishment of minimum 2% cross slope, proof-rolling with undercut and replacement of failing areas, and positive drainage restoration at Location 2. Asphalt placement must meet Caltrans Section 39 standards with 3/8" to 1/2" maximum aggregate size, 2-inch final compacted thickness (±1/4 inch tolerance), and 92–96% theoretical maximum density achievement. Surface tolerances include maximum 1/4-inch deviation in 10 feet with proper crown maintenance and no standing water permitted. Environmental compliance includes dust control, prohibition of petroleum discharge, protection of historic resources and utilities, and disposal of spoils at approved locations. The contractor provides a one-year warranty against rutting, surface failure, premature cracking, and drainage failure, with final acceptance contingent upon visual inspection and drainage verification.
