About this file
This is a Questions and Answers document for Solicitation #140P8426Q0035 regarding the grading and paving of Summertown Road and Mineral Headquarters Parking Area. The document clarifies specifications and requirements for two distinct project sites: Manzanita Lake's Summertown Service Road and the Mineral Headquarters Parking area for Buildings 16 and 17.
Key technical requirements include use of Cal-Trans Class II, ¾ inch Minus Road Base materials spread to two inches thickness and compacted to 92-96% theoretical maximum density. The existing asphalt at the Summertown site, which shows evidence of alligatoring, must be ground and incorporated into the subgrade as a mixture with base materials rather than paved over. The new asphalt pavement width at Summertown will be 16 feet (correcting an initial specification error of 10 feet), requiring the contractor to process the entire existing 18-foot-wide asphalt section. Asphalt specifications require 3/8" to 1/2" maximum aggregate size, Hot Mix Asphalt meeting Caltrans Section 39 or equivalent, suitability for heavy-duty service and snow load conditions, and a PG grade appropriate for Lassen climate conditions. All overburden must be exported from the park and recycled responsibly. The period of performance runs from June through October 30, 2026, with notation that weather becomes challenging in late October and November. The contractor bears responsibility for determining subgrade preparation depth and extent necessary to achieve specified compaction, with the government handling compaction testing. Contractors must base quotations on site conditions reasonably observable during investigation, as the government has not established estimated quantities for undercutting or replacement of unsuitable subgrade materials. Square footages for the project areas include a 10% variation allowance.

Grade and Pave Summertown Road and Mineral Headquarters Parking Area
Questions and Answers
Solicitation # 140P8426Q0035
1. Question: The specification didn’t seem to note specifics regarding base rock class and thickness for grading. Can you expand?
Answer: The Park is requesting use of Cal-Trans Class II, ¾ inch Minus Road Base materials spread to two inches in thickness. Then compact to achieve a minimum 92-96% theoretical maximum density.
2. Question: Is asphalt to remain at the Summertown site and paved over or is there a requirement to grind and use onsite for subgrades?
Answer: The old asphalt is showing evidence of “alligatoring”. If new asphalt is laid over the old “alligatored” asphalt, that cracking will transfer straight up so it is requested that the existing asphalt be ground and used as subgrade with a mixture old asphalt and the same base materials listed under #1 above.
3. Question: Are there site maps available specifying the area to be paved?
Answer: Yes, see attached.
Photo on the left: Manzanita Lake’s Summertown Service Road Photo on the right: Mineral HQs Parking for 16 and 17 Buildings
4. Question: Is there an overburden dumpsite or does it need to be off hauled.
Answer: No, all overburden must be exported out of park and recycled responsibly.
5. Question: What are the asphalt Requirements?
Answer: As noted in the Specifications within the solicitation:
• 3/8" to 1/2" maximum aggregate size
• Hot Mix Asphalt (HMA) meeting Caltrans Section 39 or equivalent
• Suitable for heavy-duty service and snow load conditions
• PG grade appropriate for Lassen climate conditions
6. Question: Can you verify roadway length and width.
Answer: Square footages were calculated to include a 10% variation.
The widths at locations vary due to the specific site conditions at each location but square footages reflect the quantified area of measure.
7. Question: What are the bonding requirements?
Answer: Please reference the solicitation section I.6 for this information.
8. Question: What is the Period of Performance?
Answer: as noted in the solicitation the period of Performance is between the months of June and 10/30/2026. It should be noted that weather can become challenging in the ladder parts of the season.
Specifically later October and November.
9. Question: Regarding subgrade preparation what is the maximum depth the contractor will be required to provide a 95% compaction for?
Answer: The Government has not established a maximum depth for subgrade compaction. Determination of the depth and extent of work necessary to achieve the specified compaction and provide a suitable foundation for the pavement section is the Contractor's responsibility.
10. Question: Regarding subgrade preparation the specs mention the following “Areas failing proof-roll shall be undercut and replaced with approved structural fill” will this cost fall on the contractor or will this work be performed under a time and material basis? If the cost will fall on the contractor, can you provide an anticipated quantity for this work as the “failing” areas are an unknown to the contractor and will not be able to provide a competitive price bid.
Answer: The Government has not established estimated quantities for undercutting and replacement of unsuitable subgrade materials.
Contractors shall base their quotations on the conditions reasonably observable during site investigation and the requirements of the contract documents.
If unsuitable subgrade conditions requiring undercutting are encountered, the Government will evaluate the extent and nature of the condition in accordance with the applicable contract clauses.
11. Question: Will the contractor be required to install supplemental aggregate base to the existing subgrade? If so is there a quantity you can provide?
Answer: Please see above
12. Question: The Summertown service road has an existing asphalt width of 18+/- feet wide, will the contractor be required to remove all the existing asphalt prior to placing the new 10’ wide asphalt section or will the contractor be required to remove only a portion of the existing asphalt at the 10’ wide section?
Answer: The Contractor shall grind/pulverize and incorporate the entire existing asphalt section (approximately 18 feet in width) into the roadway section for subgrade establishment. Bidders shall base their quotations on full-width processing of the existing asphalt. The new asphalt pavement width will be 16 feet. An error was made by the park in width specifications.
13. Question: Will the contractor be required to provide onsite compaction testing?
Answer: The contract does not require the Contractor to provide independent compaction testing services. Any compaction testing required for acceptance will be performed by the Government. The Contractor shall be responsible for achieving the specified compaction requirements and shall provide access and assistance as necessary to facilitate testing.
