About this opportunity

The National Park Service Pacific West Region seeks portable and vault toilet rental, servicing, and pumping at Golden Gate National Recreation Area South, with quotations due August 7, 2026. The procurement is a Total Small Business Set-Aside under NAICS 562991, Septic Tank and Related Services.

Place of performance spans six primary portable toilet locations—Baker Beach, Fort Funston, West Fort Miley, Navy Memorial, Shell Dance Nursery, and China Beach—plus three vault toilet sites (Milagra Ridge, Sweeney Ridge, and Mori Point) and optional seasonal and event locations across San Francisco and San Mateo Counties, California.

The base contract period runs September 1, 2026 through August 31, 2027, with four one-year option renewals extending through August 31, 2031. Base year services include 1,924 portable unit services annually across the six primary locations, with service frequencies of two to three times weekly, plus ten annual vault pumping services. Optional periods add summer portable toilets (July–October), July 4th and Fleet Week temporary facilities, and San Mateo County expansion. This is a brand-new contract with no incumbent.

The contractor must maintain liability insurance of $500,000 per person, $1,000,000 per occurrence, and $500,000 property damage, and comply with Service Contract Labor Standards. Wage Determination 2015-5637 applies to San Francisco and San Mateo Counties. Quotations must include pricing for the base year plus all four option periods, relevant experience within the past six years, past performance references, SAM registration proof, and a completed subcontracting percentage worksheet. The Government will award a firm-fixed-price purchase order to the responsible quoter whose quotation is most advantageous considering price, relevant experience, past performance, and subcontracting compliance. Quotations must be submitted via email to patty_payne@ios.doi.gov. Amendment 001 (July 21) clarified billing cycles and damage waiver requirements; Amendment 002 (July 28) confirmed no incumbent and annual portable unit service estimates.
