About this opportunity

NASA Goddard Space Flight Center is seeking contractors to provide maintenance and development support for the Goddard Earth Observing System (GEOS) model through the Global Modeling and Assimilation Support (GLOMAS) contract. The work encompasses supporting GEOS model components development and validation, maintaining the GEOS Climate Diagnostics Package, integrating external components like sea and land-ice models, and supporting applications in numerical weather prediction, climate prediction, and scientific studies. Contractors must demonstrate capabilities in atmospheric data assimilation, constituent modeling, land surface data assimilation, ocean data assimilation, coupled data assimilation, model development, systems integration, and climate simulations. The solicitation includes requirements for IT security compliance, organizational conflict of interest mitigation, diversity equity inclusion and accessibility planning, and safety and health protocols. Comments on this Draft Request for Proposal are due September 18, 2024, with the Final RFP planned for release around October 22, 2024, proposals due approximately 30 days later, and contract award anticipated in April 2025.

This acquisition is structured as a Small Business Set-Aside competition that will result in an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee task orders exclusively available to small business concerns. The contract will have an effective ordering period of five years from the contract effective date, providing sustained support for NASA's critical earth modeling and assimilation systems. Historical contract data indicates the current incumbent contract is NNG17HP01C, suggesting this represents a follow-on procurement to continue existing services. The solicitation includes detailed labor categories ranging from Mission Support Specialists to Scientists and Software Engineers, with specific direct labor hour requirements over the contract period. The procurement falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, reflecting the highly technical and scientific nature of the work supporting NASA's earth science modeling capabilities.

You are invited to review and comment on the National Aeronautics and Space Administration
(NASA) Goddard Space Flight Center (GSFC)’s GLObal Modeling and Assimilation Support
(GLOMAS) solicitation. The principal purpose of this requirement is to provide the maintenance
and development of the GMAO’s Goddard Earth Observing System (GEOS) model and its
application to data assimilation, weather and climate prediction, and various scientific studies.
The work will include supporting the development and validation of individual model
components within the GEOS modeling system; maintenance of the GEOS Climate Diagnostics
Package; the development and integration of external components, such as the sea- and land-ice
models within the GMAO’s GEOS modeling and assimilation system; and supporting the use of
the GEOS modeling and assimilation system for the various applications in numerical weather
prediction, sub-seasonal to seasonal prediction, and decadal climate prediction.

NASA will conduct this acquisition as a Small Business Set-Aside competition. This competitive
acquisition will result in an Indefinite Delivery Indefinite Quantity (IDIQ) contract with the
ability to issue Cost Plus Fixed Fee (CPFF) task orders, exclusively to small business concerns.
The contract will have an effective ordering period of 5 years from the contract effective date.
