About this file

This document provides historical labor data for a previous federal contract, NNG17HP01C. It includes details on the labor resources employed under the contract over the last 12 months, such as the number of full-time equivalents (WYEs) or total labor hours, average wage rates, and average seniority levels for each labor category. The document also outlines the percentage and timing of recent wage escalations, whether each labor category is exempt, non-exempt or union, and provides position descriptions with minimum education and experience requirements. Additionally, it includes the actual non-labor (other direct cost) expenditures for the prior 12-month period, delineated by cost element.

The related federal contract opportunity is a pre-solicitation notice for the Global Modeling & Assimilation Support (GLOMAS) contract, Solicitation Number 80GSFC24R0036. This is a small business set-aside for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period, to provide maintenance and development of the Goddard Earth Observing System (GEOS) model and its application to data assimilation, weather and climate prediction, and scientific studies.

In response to Attachment D, Contract Historical Data, in the SAMDA contract NNG17HP01C, please see below for the response to the required questions outlined in Attachment D. At the time of receiving the request, the latest actuals reporting month was May 2024. June 2023 – May 2024 data is being reported for this request:

(1) Provide all labor resources employed under this contract in the last twelve months, by Company Labor Category as specified in Attachment B, Direct Labor Rates, Indirect Rates and Fee Matrices. For each labor category, provide the number of WYEs or the total labor hours incurred for that position over the preceding 12 months, the current weighted average wage rate (unburdened “straight time” rate), and the average seniority level;

Reference Columns B, C, and D on Table 2, pages #3-4. Please note, average seniority level reflects years of service per individual mapped into their labor category as of May 2024, this data is not captured by time of service per labor category. Employees that have been terminated during the period are not factored into the average seniority level.

(2) For each labor category, identify the most recent date that wages were escalated and provide the percentage by which wages were escalated;

Reference Columns E and F on Table 2, pages #3-4

(3) For each labor category, identify whether the category is “exempt”, “nonexempt”, or “union” as governed under the Services Contract Act;

Reference Column G on Table 2, pages #3-4

(4) For each labor category, provide a brief position description in sufficient detail to indicate the duties of each category and any minimum education and experience requirements;

Reference Table 3 on pages #5-26

(5) Provide the actual non-labor (other direct costs) expenditures for the prior twelve months, delineated by each of the following cost elements: Materials, equipment, travel, supplies, and any other individual recurring ODCs based on an established cost estimating relationships (e.g., computer usage, program management, depreciation, administrative support.);
