About this opportunity

The Department of the Interior National Park Service Alaska Region seeks rehabilitation of waterlines to provide fire flow at Glacier Bay National Park in Bartlett Cove, Gustavus, Alaska, with proposals due August 20, 2026. This is a total small business set-aside under NAICS code 237110, Water and Sewer Line and Related Structures Construction, with a $45 million size standard.

Place of performance is Bartlett Cove, Alaska. Work includes upsizing existing water distribution lines, installing new lines tied to the existing distribution main, and reinstalling service and fire lines, hydrants, gate valves, and miscellaneous system appurtenances across approximately 215,000 linear feet of piping ranging from 6 to 10 inches in diameter. The contract comprises two base line items on a lump-sum basis: Rehabilitate Waterlines (CLIN 10) and Upgrade Service Entrances (CLIN 20). The contractor must commence work within 10 calendar days of award and complete all work by May 1, 2027 (based on an assumed notice to award by June 30, 2026), with revised period of performance ending November 1, 2027.

The procurement is firm fixed-price and requires performance and payment bonds, a bid guarantee of 20 percent of bid price or $3 million (whichever is less), and Davis-Bacon wage rates. A 75 percent subcontracting limitation applies: contractors may not pay more than 75 percent of the Government-paid amount for contract performance (excluding material costs) to subcontractors that are not similarly situated entities. All contractor personnel must comply with OSHA standards and develop site-specific safety and health plans. Evaluation weighs technical capability, past performance in Alaska, safety program strength, and total price; contractors may submit recent CPARs in lieu of past performance questionnaires.

Questions are due May 28, 2026. Key submissions include construction schedule, technical narrative, examples of similar completed projects within five years, safety program documentation, performance and payment bond documentation, and representations and certifications. Work is seasonally restricted (May 15–September 15 primary season), requires pedestrian and emergency vehicle access maintenance with maximum traffic delays of 10 minutes, mandatory archaeological monitoring during all ground disturbance, and a Storm Water Pollution Prevention Plan. Contractors must maintain water and sanitary sewer service to all buildings during construction. Material staging is restricted to a designated lot outside the park boundary.
