About this file
This is a Questions and Answers Log for federal contract opportunity 140P9726R0002, GLBA REHAB WATERLINE, issued by the National Park Service (NPS).
The document addresses 17 clarification questions from prospective contractors regarding project execution requirements. Key administrative details include: Notice to Proceed expected in late summer following submittal approvals; contractor responsibility to obtain a State of Alaska Stormwater Pollution Prevention (SWPP) permit; and requirement for Performance and Payment Bonds at the government's estimated contract value, along with a bid bond. Regarding staffing, the Site Superintendent may serve as Environmental Manager or Site Safety Supervisor if qualified, but cannot hold the Quality Control Supervisor position. The project involves one to two historic culverts requiring a Historic Preservation Treatment Plan submission before the pre-construction conference, with NPS providing an archeological monitor throughout construction. Technical specifications permit concrete pavement restoration of utility crossing trenches in lieu of asphalt, with detailed requirements for compressive strength, air entrainment, curing, and permanent restoration standards. Material management requirements include on-site stockpiling where possible with NPS designation of overflow areas; salvage and local replacement of topsoil with 100% biodegradable erosion control blankets for natural regrowth; removal of excess materials off-site; park acceptance of tree logs up to 16 feet with stumps and limbs disposed off-site; and inspection and approval of locally sourced pipe bedding material by the park's invasive species specialist after July 15th. Contractors may submit recent CPARs in lieu of PPQs.

Number Question Answer
1 Please confirm if the notice to proceed will be issued during Summer, Spring, or
Fall Months as noted Summary of work Page 7 and 8 of Attachment _1_DIV
_1_Tech Specifications? It is expected that a NTP will be issued late summer after all submittals have been approved.
2 Typically work performed on NPS land or projects does not require contractor provided permits. Please confirm if any contractor provided permits are required for this project? Contractor is required to obtain a SWPP permit from the State of Alaska.
3 01 31 00 Project Management and Coordination, Paragraph 1.8, A requires the project to have an on-site Environmental Manager and lists the qualifications.
Can the Environmental Manager also be the Superintendent providing they meet the qualifications? Yes, the only designated position that the site superintendent cannot hold is the QC supervisor.
01 35 13.22 paragraph 3.2, A indicated an archeological permit is required. Are there any Archeologically Sensitive Areas on the project we should be aware of to help ensure we take the proper precautions during construction and to obtain permits and have a have an Archeological monitor present?
An archeological permit is not required. NPS will provide a monitor for the duration of the project. If for some reason the monitor is not present then contractor shall follow guidance in 3.4-B.
5 01 35 23 - Safety Requirements we should have a Site Safety Supervisor. Can the
Site Safety Supervisor also be the Site Superintendent providing the meet the qualifications? Yes the only designated position that the site superintendent cannot hold is the QC supervisor.
6 01 35 91 - Historic Preservation Treatment Procedures, 1.3 Submittals , requires us to submit a Historic Preservation Treatment Plan prior to the Per-construction conference. Are there any Historic items on this project we need to be aware to help us properly plan the project? There are one or two historic culverts in the project area.
Is there an onsite location for us to stockpile material?
Material is to be stockpiled in the construction area to the greatest extent possible. If additional room is needed NPS will designate an area.
32 92 19 Seeding, Paragraph 3.2 Seeding indicates NPS staff will perform seeding activities. Please confirm the contractor is not responsible for applying seeding to the disturbed Ares of the project?
Contractor is not required to perform seeding; Natural regrowth from salvaged topsoil is the preferred method of revegetation.
Contractor is required to salvage/stockpile topsoil locally and replace on disturbed areas. In addition, Contractor shall provide
100% biodegradable erosion control blankets over restored topsoil. These will be left in place to allow the natural regrowth to occur.
Is there an onsite location to dispose of waste organic materials generated from the project? OR should it be hauled off site? Any extra material that is not used as salavged topsoil shall be removed offsite.
10 Asphalt is difficult to get in small quantities in this location. Can the Utility
Crossing Trenches be paved back with concrete?
Yes if the following is met: Sawcut the existing asphalt pavement to neat, straight lines and excavate as necessary to install the waterline. Following utility installation, backfill and compact trench materials in accordance with the project specifications.
Prior to concrete placement, ensure the trench backfill is compacted to a minimum of 95 percent of maximum density and provide a minimum of 6 inches of crushed aggregate base beneath the patch. Concrete roadway restoration shall consist of
Class AA air-entrained Portland cement concrete with a minimum 28-day compressive strength of 5,000 psi, 6 to 8 percent entrained air, a maximum water-cement ratio of 0.40, and Type III cement or an approved high-early-strength mix design suitable for rapid reopening to traffic.
Place concrete to the full depth of the existing pavement section and finish flush with the adjacent asphalt surface. Provide a light broom finish perpendicular to traffic and cure in accordance with the manufacturer's recommendations and applicable cold-weather concreting requirements. Sawcut and seal all interfaces between the new concrete patch and existing asphalt pavement with an approved hot-pour or elastomeric joint sealant to prevent water intrusion. The roadway may be reopened to traffic upon attainment of a minimum compressive strength of 3,000 psi, as verified by approved field testing methods. This patch is intended as a permanent pavement restoration and shall be free of settlement, cracking, or differential movement at final acceptance.
12 For any trees that are to be removed does the park have a designated disposal areas? Park will accept logs up to 16'. Stumps and limbs shall be removed and disposed offsite.

"Rain for Rent"is called out in the solicitation; is the NPS anticipating using a mobile water tank to aid in temporary water services? Contractor shall provide means for continued supply of potable water for the permenant housing residences.
15 The Gravel Bedding material called out is not available is this location. Can a locally available material be used for pipe bedding to avoid the costs associated with importing bedding material to this location?
Yes, proposed local material burrow pit must be inspected and approved by park invasive species specialist. Inspections can only take place after July 15th.
16 May contractors submit CPAR’s in lieu of PPQ’s or PPQ’s that have recently been completed for other solicitations? Yes
Please confirm that both a bid bond and letter from our Surety regarding ability to provide performance and payment bonds is required with our proposal. Yes, Performance & Payment Bonds required for this construction type project, at Gov't estimated value.
