About this opportunity
The National Park Service Alaska Region is seeking qualified contractors to correct medium voltage electrical distribution system deficiencies at Glacier Bay National Park and Preserve in Gustavus, Alaska. The work encompasses multiple electrical infrastructure upgrades, including installing a new neutral/ground conductor, re-terminating load break elbows on a 15kV distribution system, upgrading electrical feeders with 500kcmil copper conductors, replacing underground junction bars with above-grade sectionalizing cabinets, and installing a 400 AMP service disconnect breaker. Contractors must possess a minimum of 5 years' experience in similar electrical work, hold a valid Alaska State Electrical License, and ensure all field work is supervised by a Journeyman Lineman with a current Alaska certificate of fitness. Evaluation will be based on technical capability, project schedule, staff qualifications, demonstration of three prior similar projects, and fair and reasonable pricing. The original deadline of September 15, 2025 has been extended to December 17, 2025 at 1700 hours Eastern Time, with vendor questions due by September 10, 2025.
This procurement is designated as a Total Small Business set-aside, with the small business size standard of $19 million for electrical contractors. The contract will be awarded as a firm fixed-price purchase order with a three-phase payment structure: 31% upon completion of the neutral ground installation task, 36% upon completion of the junction bar and cabinet installation task, and 33% following full delivery and government inspection and acceptance. The period of performance is estimated from January 6, 2026 through July 5, 2026, though earlier performance dates were noted in earlier amendments. All work must be performed at Glacier Bay National Park in Gustavus, Alaska, with delivery required by the completion date specified in the contract. The contractor must adhere to strict environmental compliance requirements, including invasive species prevention, soil erosion control measures, and water protection, while coordinating work schedules carefully to avoid peak visitor seasons and limit electrical outages to a maximum of 4 hours with 48-hour advance scheduling.
