STATEMENT OF WORK

NATIONAL PARK SERVICE

GLACIER BAY NATIONAL PARK & PRESERVE

Correct Medium Voltage Deficiencies

GUSTAVUS, ALASKA

April 1, 2025

Introduction: The work under this contract consists of upgrading and modifying the electrical distribution system for the Park’s distribution system. This includes correcting code violations, improving grounding and neutral systems, and replacing outdated components to enhance system reliability and safety.

Description of site The MV distribution system from the Park’s power plant to the AP&T connection point begins at a 500kVA step-up transformer located immediately behind the power plant. The 480 Volt, three phase power from the generation system is stepped up to 7.2/12.47kV, three phase by the transformer and distributed via a mix of #2 CU, 15kV, MV105, 133% insulation level concentric neutral and tape shielded cables. The MV cables are routed via conduit through various below grade pull boxes, 15kV rated 3-point and 4-point junction bars installed in below grade pull boxes, one sectionalizing cabinet, and five 15 kV rated, pad-mounted Modular Oil Switches (MOSTs). The Park’s MV distribution system connects to AP&T’s MV distribution system at the Park’s MOST #5 via AP&T’s 45kVA reactor bank.

Objectives

The Contractor shall furnish the necessary personnel, material, equipment, and services (except as otherwise specified) to complete the specified electrical system upgrades. The work shall be performed in compliance with all applicable National Electrical Code (NEC), Institute of Electrical and Electronics Engineers (IEEE) standards, and National Park Service (NPS) regulations.

All work is to be completed in accordance with this Scope of Work and other Contract Documents, as well as all applicable Codes and Standards. Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered.

The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The Contractor shall provide the Government all requested reports, and supporting material developed during the performance of the work. The Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. It is the responsibility of the contractor to verify that all the information provided in this solicitation is accurate.

Description of tasks: The work to be completed under this contract consists of the following:

1. Neutral/Ground Conductor Installation: Install a #4 AWG, 600V insulated neutral/ground conductor from MOST#3 to MOST#5, bonding to the existing grounding system in all pull boxes and MOST switches. The new neutral/ground will be direct buried near the existing conduit runs.

2. Switchgear Rating Plug Replacement: Replace the existing 1000A rating plug in the generator switchgear main breaker with an 800A rating plug per NEC article 240.4.

3. Load Break Elbow Termination: Re-terminate improperly installed 15kV load break elbows in MOST#4 and the Fire Pump building sectionalizing cabinet to correct insulation screen exposure issues.

4. Cable Jacket Repair: Replace the split cold shrink jacketing on the T1B cable in MOST#4.

5. Feeder Upgrade: Upgrade the existing feeder from the generator switchgear to the transformer with 500kcmil copper conductors in the existing 3” conduits.

6. Junction Bar Replacement: Replace underground 3- and 4-point junction bars with above-grade sectionalizing cabinets.

7. Security/safety Enhancements: Install three parking bushings with caps in each MOST and replace standard non-secure bolts on transformer doors and MOST covers with stainless steel pentahead security bolts.

8. New Service Disconnect: Install a 400 AMP service disconnect breaker outside of the historic Glacier Bay Lodge. The breaker will be installed in an existing electrical box already installed onsite.

General work requirements:

Required Contractor Qualifications:

• Contractor shall have a minimum of 5 years’ experience performing work of a similar nature to the scope of this project. Contractor shall provide documentation of experience and references with proposal.

• Contractor shall have valid Alaska State Electrical License and provide documentation with proposal

• All field work will be performed under a Journeyman Lineman and all lineman shall hold a current certificate of fitness in the State of Alaska

Site Support: The contractor is responsible to provide written notification to the Contracting Officer detailing any site support needs that will be requested from the National Park Service (NPS) in advance of work to allow time for resource coordination. It is the contractor’s responsibility to provide the necessary hardware and equipment to access Government furnished utilities. A public restroom is available at the Visitor Information Station (during regular business hours).

Site Access: Gustavus is accessible by air or water. The park is accessible by road from the Gustavus airport and AMHS ferry dock. The contractor will be responsible for obtaining and complying with any permits required from the NPS to enter Glacier Bay with a marine vessel.

Park security requires that all work and site visits be prescheduled. A designated Park employee will provide access for contractors personnel and be onsite for the duration of the work. Contractor to secure equipment and tools daily.

Schedule: Contractor schedule shall be submitted within 10 days of award and approved a minimum 2 weeks in advance of performing the work

Safety: The contractor shall prosecute the work in accordance with OSHA regulations 1910 and 1926 concerning General Construction safe working procedures. Trenching/excavating safety will be in accordance to OSHA regulations found in 1926 subpart M.

Traffic Control: Submit a traffic control plan in accordance with Alaska DOT standards for any work zones located in a right of way

Staging Area/Worksite Timeframes: Establishment of a construction camp is not permitted.

The contractor is responsible to provide written notification to the Contracting Officer detailing any staging area needs that will be requested from the National Park Service (NPS) in advance of work to allow time for resource coordination. Generally, access to the work sites and assets will be allowed Monday through Friday 07:00 to 17:30. Other times may be allowed with prior written approval from the COR.

Preservation of Natural Features: Confine all operations to work limits of the project, approximate location shown on drawings. Prevent damage to natural surroundings. Do not fasten ropes, cables, or guide wires to existing trees.

Environmental and Cultural Compliance:

Invasive Species Prevention: Equipment will be pre-inspected to be free of any soil contaminants to limit the spread of invasive plants.

Vegetation Re-establishment: Top layers of soil will be carefully removed, stored, and replaced on the surface after excavation to preserve native seed content. No additional seeding will be permitted

Soil Erosion Control: In areas prone to erosion, such as near the water plant, 100% biodegradable and certified weed-free or rice straw wattles or erosion control mats will be installed following SWPPP methods to slow runoff.

Water Protection Measures: Geofabric silt fences will be used to prevent sediment from entering Alder Creek.

Cultural Resource Protection: Excavation shall require a cultural monitor.

Cleanup: The worksite and any onsite staging areas shall be a neat and workmanlike manner;

trash shall be disposed of daily. Once the work under this project is complete the contractor shall perform a final cleanup of all worksite and staging areas. The contractor shall remove and dispose of all damaged and unused material from site.

Government Furnished Items: N/A

Re-performance of Service: When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.

Non-Payment for Additional Work: Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.

Quality Assurance: The Government may utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this Scope of Services in an acceptable manner. The use or nonuse of any quality assurance methods by the Government will not constitute a waiver of or excuse from contract requirements. The Government may implement or change quality assurance measures at any time during the term of the contract. Surveillance methods may include 100% inspection, periodic inspection, random sampling, or customer input.

Warranty Period: The Contractor shall warranty all work and materials for 12 months after project closure.

Period of Performance: The anticipated period of performance for the resultant contract is from September 24, 2025 – May 1, 2026. All work must be completed, and deliverables received prior to May 1, 2026.

Submittals:

Qualifications letter-due with RFP Schedule-due 10 days after award Work Plan- Must be approved 2 weeks before start of work.

Safety Plan- Must be approved 2 weeks before start of work.

Traffic control plan- Must be approved 2 weeks before start of work Materials submittals- Must be approved 2 weeks before start of work

Contracting Officer’s Authority:

The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:

(1) direct or negotiate any changes in the Statement of Work or specifications;

(2) modify or extend the period of performance;

(3) change the delivery schedule; or

(4) otherwise change any terms and conditions of this contract.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
