QUESTIONS & ANSWERS
At Amendment 05 – 140P9725Q0097
Q1. The Pull Boxes do not follow the road. Is the neutral supposed to follow the road, or the Pullbox route? If it is to follow the pullbox route, is there a cleared right of way to bury this neutral?
A1. Refer to SOW description of tasks #1. Refer to previous amendment.
Q2. Project will cross the paved park road and at least one paved driveway. Is there a suggestion from the Park Service on how to cross these paved areas?
A2. Option 1: Cut and patch the road Vendor shall turn the roadway to DOT standards
Option 2: Directional drilling under the road Option 2 is the preferred method.
Q3. Due to this being a federal project, do the Buy America or BABA requirements apply?
A3. Depends on materials purchased for the project.
41 U.S.C. chapter 83, Buy American, provides a preference for domestic end products for supplies acquired for use in the United States. In accordance with 41 U.S.C.
1907, the domestic content test of the Buy American statute is waived for an end product that is a COTS item (see 12.505(a)(1)), except that for an end product that consists wholly or predominantly of iron or steel or a combination of both, the domestic content test is applied only to the iron and steel content of the end product, excluding COTS fasteners.
FAR 12.505(a)(1) states “American Materials Required for Public Use, paragraph (a)(1) that reads “substantially all from articles, materials, or supplies mined, produced, or manufactured in the United States,” Buy American—Supplies, domestic content test,…”
Also, FAR 25.201(b)(2(ii) states “For construction material that consists wholly or predominantly of iron or steel or a combination of both, the cost of foreign iron and steel must constitute less than 5 percent of the cost of all the components used in such construction material.”

Q4. Who is responsible for locates to locate other utilities along the route for the new buried neutral?
A4. The vendor will be required to call 811 for ACS lines, all other utilities are owned by the park. The park will assist in locating park owned utilities. However, the contractor is to field verify these locates.
Q5. Does any of the work take place in AK DOT ROW?
A5. No
Q6. Does any of the work take place next to the water plant or near Alder Creek?

Q7. Does any of the work take place in wetlands? If so, could a map of the wetland areas be provided?
A7. A portion of the work is in close proximity to Alder Creek but just outside of the established wetland.
Q8. Must the cultural monitor be an archeologist?
A8. The monitor will be provided by NPS.
Q9. Must the materials meet Buy American requirements?
A9. See question 3 above.
Q10. Will there be outage constraints that shall be followed?
A10. Outages must be scheduled 48hrs. in advance and shall not exceed 4 hours at a time. Outages between May 15th and September 15th will not be permitted.
Q11. To expedite completion of the project. Can the contractor have access to the work zone 7 days a week for 12 hours a day?
A11. Contractor may submit a written request to work outside of approved work times with the work plan. Sunday and Holiday work will not be permitted.
Q12. Switchgear Rating Plug Replacement: Replace the existing 1000A rating plug in the generator switchgear main breaker with an 800A rating plug per NEC article 240.4. Can you provide the equipment type and manufacturer? Or pictures of existing 1000A rating plug?

Q13. New Service Disconnect: Install a 400 AMP service disconnect breaker outside of the historic Glacier Bay Lodge. The breaker will be installed in an existing electrical box already installed onsite. Please clarify which picture in the Amendment identifies the existing electrical box. The only pictures I see with electrical boxes do not provide enough information to determine breaker type and brand.
A13. A new 400 amp service entrance disconect switch will be installed in the existing electrical enclosure. The current disconnect is located inside the main building and is a Square D type NQOB panelboard. The new disconnect switch will allow emergency services to isolate the power without entering the building.
