QUESTIONS and ANSWERS 140P9725Q0097 at Amendment 01
Q1. Is a Journeyman Lineman Alaska Fitness Card required to perform the work on this project? If so, is it legally required for execution, or is it preferred/recommended?
A1. All work performed on site shall be supervised by a person that has a current Journeyman Lineman Alaska Fitness Card. The ratio of individuals working under trainee certificates on a job site may not be more than two power lineman trainees for every certified power lineman journeyman. This is a legal requirement under ALASKA
ADMINISTRATIVE CODE TITLE 8, CHAPTER 90
Q2. 1. “Neutral/Ground Conductor Installation: Install a #4 AWG, 600V insulated neutral/ground conductor from MOST#3 to MOST#5, bonding to the existing grounding system in all pull boxes and MOST switches. The new neutral/ground will be direct buried near the existing conduit runs.” How deep is the trench? Is the ROW cleared? Is the ROW accessible with equipment (Mini Ex)?
A2. Trench will be minimum depth per NEC 300.5. All portions of the project are accessible by mini-ex. Some minor brushing may be required from Most#3 to the sectionalizing cabinet by the fire pump building. No tree clearing is required.
Q3. “Load Break Elbow Termination: Re-terminate improperly installed 15kV load break elbows in MOST#4 and the Fire Pump building sectionalizing cabinet to correct insulation screen exposure issues.” What is the quantity of Terminations? What type and size of Cable (conc, tape-shield, Al or Cu)? System Voltage?
A3. Quantity-6. From the site inspection, where the cable markings could be observed the cable appears to be manufactured by Pirelli (now Prysmian) and is a #2CU, 220mil, 133% insulation with a tape shield. If there is adequate spare cable in the pull boxes, the existing improperly terminated cables should be cut off at least 12” below the exposed semiconducting insulation screen and the cables should be reterminated with new, properly installed, 200A load break elbows. If the existing cable length is not adequate to allow the cable to be shortened and reterminated, the existing load break elbow should be removed, the semiconducting insulation shield should be cleaned to remove any dust, dirt, moisture, etc. A new load break elbow should be properly installed with the concentric neutral conductors run to the base of the elbow and a cold shrink jacket installed over the semiconducting insulation screen effectively sealing the outer cable jacket. Q4. “Feeder Upgrade: Upgrade the existing feeder from the generator switchgear to the transformer with 500kcmil copper conductors in the existing 3” conduits.” What is the length of the run? What type are the termination ends (mechanical, 2 hole paddle) ?
A4. Approximate length is 50’ or less. Termination ends could not be verified inside the MCP at the switchgear. A site visit is highly encouraged prior to start of work.
Q5. “Junction Bar Replacement: Replace underground 3- and 4-point junction bars with above-grade sectionalizing cabinets.” Are the new J boxes sitting on a vault? Can they be one piece fiberglass with lid? Is there a Quantity of 3 and 4 junction boxes to replace?
A5. New cabinets can sit on top of existing pull box if sized appropriately, closure plates will likely need to be installed around the sectionalizing cabinets to maintain the enclosure integrity of the existing pull box. A low profile, twelve gauge mild steel design with stainless steel hardware is preferred. Color to be Standard Munsell Green 7GY3.29/1.5. Quantity-6 (4-4 way JB and 2-3 way JB)
Q6. “New Service Disconnect: Install a 400 AMP service disconnect breaker outside of the historic Glacier Bay Lodge. The breaker will be installed in an existing electrical box already installed onsite.” What type and manufacture of box? Can we get a picture of the existing box?
