About this opportunity

The National Geospatial-Intelligence Agency (NGA) is conducting a full and open competition under solicitation number HM047626R0005 to procure multiple Blanket Purchase Agreements (BPAs) for the delivery of undergraduate and graduate-level GEOINT (Geospatial Intelligence) training courses in condensed virtual formats. The courses must be offered from at least two of eleven subject areas including Artificial Intelligence, Computer Vision, Data Modeling, Machine Learning, GIS & Analysis Tools, Geospatial Data Management, Data Analytics and Visualization, Geomatics/Geodesy, Geospatial Information Analysis, and Remote Sensing and Imagery Analysis. Offerors must demonstrate accreditation by a body recognized by the Council for Higher Education Accreditation (CHEA) and either accreditation by the United States Geospatial Intelligence Foundation (USGIF) or membership in good standing with the University Consortium for Geographic Information Science (UCGIS), with non-academic institutions required to partner with qualifying academic providers. The Government will evaluate proposals based on technical approach and accreditation (non-price factors weighted more significantly), past performance assessed through government-provided questionnaires, course offerings, pricing, and Section 508 compliance, with awards made to responsible vendors offering the best value. The proposal submission deadline is May 1, 2026 at 12:00 p.m. EST, with proposal questions due by 2:00 p.m. EST on March 11, 2026.

This is a non-set-aside procurement conducted under FAR Part 12 for commercial items with a NAICS code of 611310 (Colleges, Universities, and Professional Schools) and a size standard of $34.5 million. No incumbent contractors are identified in the available documentation. Each awarded BPA will have a five-year period of performance from June 17, 2026 through June 16, 2031, with individual courses limited to a maximum of 40 hours of instruction consisting of approximately five days with eight-hour daily sessions combining instruction and self-study. Course delivery must accommodate 10-24 students per class and be provided in virtual instructor-led synchronous/asynchronous or self-paced online formats, with lead times of 60 days for instructor-led virtual training and seven days for self-paced courses. Place of performance is Springfield, Virginia 22150, where the NGA Office of Human Development will coordinate course delivery to the National System for Geospatial Intelligence, Allied System for Geospatial Intelligence, and other authorized U.S. and foreign government entities.
