About this file

This is Amendment 0002 to Solicitation HM047626R0005 issued by the National Geospatial-Intelligence Agency (NGA), Office of Corporate Strategy and Evaluation (OCSE), located at 7500 GEOINT Drive, Springfield, VA 22150. The amendment, effective March 17, 2026, revises requirements and addresses potential offeror inquiries for a Blanket Purchase Agreement (BPA) with a period of performance from June 17, 2026 to June 16, 2031.

The amendment implements three key requirements changes: (1) postpones the proposal due date to 2:00 PM EST on April 13, 2026; (2) replaces FAR clause 52.217-8 to permit Government exercise of service extension options more than once, with a maximum total extension not to exceed six months and requiring Contracting Officer written notice within 30 days; and (3) revises the course list format requirement from MS Word/PDF to Excel. The solicitation addresses GEOINT training services, with offerors able to compete as non-academic small businesses if they provide proof that courses originate from CHEA and USGIF-accredited institutions or CHEA-accredited institutions in good standing with UCGIS. Partnerships between non-academic primes and academic course providers are acceptable. The amendment clarifies that the 40-hour maximum course duration includes both instructor-led and self-study time combined, requires all instructors to be U.S. citizens with no waivers for Lawful Permanent Residents, and specifies that proposals must include the signed solicitation with all amendments attached. The Government will provide an end-of-course survey sample to contractors, and invoice submission effective March 23, 2026 requires use of the Invoice Processing Platform. Previous edition unusable

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

The purpose of this Amendment 02 is to revise requirements and respond to potential offerors inquiries.

A. Requirements changes

1. The due date in Section 4.3.2 is hereby postponed to 2:00 PM EST 13 April 2026.

2. Delete Solicitation clause 52.217-8 and replace with Clause 52.217-8 as follows:

52.217-8 OPTION TO EXTEND SERVICES. (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

3. Delete Section 4.6. Page Limitations/Volumes Organization Sub-Factor 1.3 Course list Format: “MS Word/PDF “and replace with “Excel”.

B. Responses to inquiries

Question 1: We are performing independent research on the Combined Synopsis/Solicitation (HM047626_GLAPII). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer 1: The services required in the solicitation are presently provided under active Blanket Purchase Agreements. Further information can be obtained through a Freedom of Information Act request.

Question 2: Our team here at A is excited for the opportunity to respond to the GLAP II RFP. Given that we are currently in one our busiest month of the year in advance of the GEOINT Symposium, this effort requires coordination with many university partners, and we are very small team, I’m requesting a one-week extension to respond by April 13th, 2026. This will allow us to comprehensively respond. Additionally, I don’t see a list on Sam.gov of what exactly we are supposed to submit or who to submit it to. Could you please provide clarification?

Answer 2: Regarding the due date refer to Section A. item 1. The solicitation Section 4 - Instructions, Conditions, and Notices to Bidders provide Offerors with instruction regarding quote submission.

Question 3 The description indicates that vendors outside the selected NAICS code (611310) may submit proposals as prime vendors. However, Section 2 of the PWS specifies that courses must originate from an academic institution that is regionally accredited and either USGIF-accredited or a member of UCGIS.

Question 3.1: Could you please clarify whether a non-academic small business may compete as a prime contractor if it can provide qualified instructors and curriculum aligned with the subject areas in Appendix A?

Answer 3.1:

A non-academic small business may compete as a prime contractor in accordance with Solicitation Section 4.9, Sub-factor 1.1.2 provided the small business can provide proof that all the courses it is proposing are either from colleges or universities that are:

1. CHEA and USGIF accredited; or

2. CHEA accredited and good standing with UCGIS.

Question 3.2:

If a non-academic entity cannot serve as the prime under this solicitation, I would also appreciate guidance on whether the Government would consider participation through partnerships with accredited academic institutions for this or future curriculum requirements.

Answer 3.2 Partnerships between a non-academic prime and an academic course provider are acceptable provided they fulfill the PWS requirements.

Question 4: Section 3.1 lists the "Price Quote Workbook" as Attachment 4, while the Volume Organization table in

Section 4.6 refers to it as Attachment 3. Could the Government clarify the correct attachment number for the Price Workbook?

Answer 4: Refer to solicitation amendment 01.

Question 5: The relative importance table states Factor II (Past Performance) is less important than Sub-factor 1.2 but more important than Sub-factor 1.3. Can the Government clarify the relative importance of Factor II compared to the overall Factor I?

Answer 5: Factor 1 Technical (when combined) is more important that Factor II Past Performance.

Question 6: Clause 52.217-8 (Option to Extend Services) includes a blank space regarding the period of time for written notice. What is the required notice period the Contracting Officer must provide to exercise this option?

Answer 6: Refer to Section A, item 2.

Question 7: For instructor-led courses, the PWS states that expected self-paced study hours must not surpass total instructor-led hours. Does the 40-hour maximum course duration include both instructor-led and self-study time, or only instructor-led hours?

Answer 7: As stated in the PWS Section 3.5.3 Instruction-to-Self-Study Ratio, the 40-hour maximum course duration includes both instruction AND self-study time. The course instruction and self-study time combined cannot exceed 40-hours.

Question 8: For non-academic institutions, the PWS requires proof that courses are offered from accredited academic institutions. Is a formal Teaming Agreement or Subcontracting Agreement required as part of the proposal to satisfy this proof?

Answer 8: Refer to answer 3.1 above. A Teaming Agreement or Subcontracting Agreement is not required.

Question 9: The PWS states "All instructors shall be U.S. citizens". Given that the work is unclassified and virtual, will the Government consider a waiver for highly qualified subject matter experts who are Lawful Permanent Residents?

Answer 9: The requirement remains unchanged.

Question 10: The PWS states the Government will provide the end-of-course survey report to the Contractor for review. Will the Government provide a sample of the survey metrics or questions so contractors can align their instruction to these assessment criteria?

Answer 10: Refer to the attached draft sample for end-of-course survey.

Question 11: Effective 23 March 2026, contractors must use the Invoice Processing Platform (IPP). Does NGA require a specific internal invoice template to be uploaded as a supporting attachment, or is the contractor's standard corporate format acceptable?

Answer 11: This will be clarified at the time of the award.

Question 12: Sub-Factor 1.1 requires proof of accreditation for academic institutions. Is this proof required for the prime offeror only, or must the offeror provide accreditation proof for every university utilized in their proposed Course List?

Answer 12: If the prime offeror is delivering the course(s), then the prime must provide proof they meet the accreditation/affiliation requirements. If the prime offeror is partnering with another entity that will deliver the course(s), the prime offeror must provide proof that its partner’s courses meet the accreditation/affiliation requirements.

Question 13: The solicitation document states: the Price Volume must include a narrative in Microsoft Word or Adobe PDF format in addition to completing the attached Price Quote Workbook. What kind of information should we include in the price narrative?

Response 13: The narrative should include information about how the price was derived.

Questions 14: The solicitation document states on page 60 that the course list must use the Government template (attachment 2), and lists the format as MS Word/PDF. However, the attachment 2 linked on Sam.gov is an Excel file. Could you please explain which form I should use?

Response 14: Refer to item 3 in Section A above.

Question 15: Is the solicitation document something that we should submit as part of our application, or is that filled out later once the BPA is awarded?

Response15: Submission of the solicitation and all its amendments must be signed and attached to the offeror’s submission.

All other terms and conditions shall remain the same.
