About this file
This is Amendment 01 to a Request for Proposal (RFP) for the Geospatial Learning and Applications Platform II (GLAP II) training program, issued by the National Geospatial-Intelligence Agency (NGA). The amendment, effective March 11, 2026, revises the solicitation page limitations, attachments, and submission procedures. Written quotes are due by 2:00 PM EST on April 6, 2026, and questions must be submitted by 2:00 PM EST on March 11, 2026. The anticipated contract will result in Firm Fixed Price (FFP) multiple Blanket Purchase Agreement (BPA) awards with a five-year ordering period. The period of performance runs from June 17, 2026, to June 16, 2031.
The revised solicitation requires offerors to submit four volumes: a cover letter (2 pages, PDF format), Volume I Technical (Non-Price) with four sub-factors including accreditation, technical and management approach, course list, and Section 508 compliance (maximum 45 pages combined), Volume II Past Performance using a government-provided questionnaire template, and Volume IV Price with a 4-page narrative and price quote using a government template (MS Excel). Offerors must demonstrate the ability to deliver virtual instructor-led training courses from at least two of eleven subject areas identified in the Performance Work Statement, with individual courses not exceeding 40 hours of instruction. Past performance references require three recent (within five years) and relevant contracts, and offerors must obtain completed government questionnaires from customer points of contact. All technical and security volumes must use Times New Roman font (minimum 10-point) with one-inch margins; price information must not appear in non-price volumes. The contracting officer is Douglas H. Verseman and the contract specialist is Samira Davis, both at NGA's Office of Commercial and Strategic Engagement (OCSE) in Springfield, Virginia.
