About this opportunity
The Department of the Interior National Park Service Northeast Region seeks alarm monitoring, inspection, maintenance, and repair services for Gettysburg National Military Park and Eisenhower National Historical Site, with quotes due August 13, 2026 at 5:00 PM EDT. The procurement is a Total Small Business set-aside, NAICS 561621, under Request for Quote methodology.
Place of performance is Gettysburg, Pennsylvania. The contract period runs from September 1, 2026 through October 31, 2031, comprising an 8-month base period (September 2026–April 2027) and four optional 12-month periods plus one optional 6-month extension. The contractor must support 57 total alarm systems: 45 fire alarm panels, 11 intrusion alarm panels, and 1 elevator emergency communication system, including Bosch, Firelite, Notifier, and Siemens equipment models listed in Attachment 2.
The lead fire alarm technician must hold current NICET Level II (or higher) certification in Fire Alarm Systems. All alarm technicians must demonstrate manufacturer training or equivalent experience with all alarm panel makes. The contractor's Central Monitoring System must be UL-listed. Trade licensure requirements may be satisfied by either the prime contractor or a specified qualified subcontractor. Contractor personnel must comply with federal security protocols, OSHA regulations, and NPS historic artifact protection rules; weapons are prohibited.
Deliverables include 24/7 central monitoring, two semi-annual maintenance visits per year, annual NFPA 72-compliant inspections for the 45 fire alarm panels, and emergency repair and service call support. Work is restricted to Monday–Thursday, 7:00 AM–4:30 PM, except approved emergency calls. The contractor furnishes all equipment, software, programming tools, cellular communication services, and field device replacements; the Government furnishes replacement panels only upon complete system failure. Repair services are priced on a firm fixed-price basis with specified hourly rates and not-to-exceed limits of $26,800 for the base period and $15,868–$17,310 for option periods. Mobilization costs must be included. Liability insurance of $200,000 per person / $500,000 per occurrence / $20,000 property damage is required. Past performance documentation must show three similar projects, satisfiable by either the prime or a specified qualified subcontractor.
Evaluation uses Lowest Price Technically Acceptable methodology, weighing technical capability, past performance and relevant experience, and price. A mandatory site visit is scheduled August 5, 2026 at 10:00 AM EDT. Three amendments have been issued; the most recent (Amendment 0003, posted August 12) extends the deadline to August 13 and provides updated Questions and Answers addressing Pennsylvania labor law applicability, equipment responsibility allocation, and licensing clarifications. Offerors must acknowledge all amendments prior to submission or face rejection.
