About this file
This is a Questions and Answers document for federal contract solicitation 140P4226Q0035, updated August 12, 2026, addressing clarifications on fire and intrusion alarm system maintenance and monitoring services at Gettysburg and Eisenhower National Park Service sites in Pennsylvania.
The Q&A clarifies several key contract requirements: trade licensure may be satisfied by either the prime contractor or a specified qualified subcontractor; Pennsylvania state labor and insurance laws apply (correcting an erroneous reference to California); replacement field devices such as smoke detectors and pull stations are the contractor's responsibility and shall be billed under applicable service call contract line items rather than provided by the Government; work must be completed within three working days once started, with references to "emergency" services corrected to "Holiday/After Hours" services; offerors must provide a copy of the current UL listing or certification for the proposed Central Monitoring System, not merely the listing number; the contractor is responsible for all equipment, software, programming tools, and technical capability to service 57 fire and intrusion alarm panels listed in Attachment 2, with no proprietary dealer restrictions anticipated; labor rates for optional extension periods should be submitted as fully burdened hourly rates for both regular and after-hours/holiday work, subject to applicable wage determinations; past performance requirements for three similar projects may be satisfied by either the prime contractor or a specified qualified subcontractor; Pennsylvania-specific licensing beyond solicitation requirements is not mandated; the NPS Regional Structural Fire Marshal serves as the Authority Having Jurisdiction; and the incumbent contractor will release and de-register existing cellular communicators for use by the successor contractor.

Solicitation 140P4226Q0035 - Questions and Answers (updated 8/12/2026)
Q1. Trade Licensure Requirements: Section C.8 states the "Contractor shall provide a listing of all employees proposed to be utilized... together with evidence of their licensure in their respective trades". Please clarify if the Prime Contractor entity is required to hold these trade licenses directly, or if the requirement is satisfied by providing the licenses of the qualified subcontractors performing the on-site technical work.
A1. This language is redundant to the language in sections L and M and will be removed. Language elsewhere in the solicitation has been updated to clarify that qualifications may be satisfied by the prime Contractor or a specified qualified subcontractor.
Q2. Geographic Regulatory Contradiction: Section C.6.10, paragraph 2, states that the contractor shall comply with the "workman’s compensation laws of the State of California". Given that the place of performance is Gettysburg and Eisenhower sites in Pennsylvania, please confirm if this is a clerical error and that Pennsylvania state labor and insurance laws apply.
A2. Yes, this should read "State of Pennsylvania" vs "State of California" and has been corrected.
Q3. Scope of Government Furnished Property (GFP): Section C.7.6 identifies that the Government will furnish replacement panels in the event of a complete failure. However, it states the Contractor must furnish "materials including button cell batteries, wiring harnesses, resistors, [and] USB devices". Please clarify who is responsible for the cost of individual field devices (e.g., smoke detectors, pull stations, heat sensors) that require replacement but do not necessitate a "complete panel replacement".
A3. Replacement field devices (e.g., smoke detectors, pull stations, heat detectors) and other materials not specifically identified as Government-furnished property or routine maintenance materials are not Government-furnished property and shall be billed under the applicable service call contract line item, as applicable, in accordance with the contract.
Q4. Standard vs. Emergency Response Times: Section C.4.5 and the Price Schedule (Section B) distinguish between "Regular" and "After Hours/Holiday" rates. While Section C.4.5 notes a three-working-day completion requirement for authorized repairs, it does not define the mandatory on-site arrival time for a "Standard" service call request. Please provide the required arrival window for both standard and emergency service requests.
A4. The SOW was not intended to define responses as standard vs emergency as government action is required prior to a response and therefore timing is out of the contractor's control. Once started, work is expected to be completed within a 3 day period, unless the nature of the work necessitates more time, which must be noted in the quote and approved by the Contracting Officer. References to "emergency" services (such as Section M, Factor 3 - Price, Options) were included in error and have been corrected to "Holiday/After Hours" or similar.
Q5. UL Listing Documentation: Factor 1 (Technical Capability) requires evidence that the Central Monitoring System is UL listed. Please specify if the Government requires a copy of the formal UL Certificate or if providing the UL listing number within the technical narrative is sufficient.
A5. Offerors shall provide a copy of the current UL listing or certification for the proposed Central Monitoring
System as part of their technical proposal. Providing only the UL listing number is not sufficient to demonstrate compliance with this evaluation factor.
Q6. Proprietary System Access: Regarding the 57 fire and intrusion alarm panels listed in Attachment 2, please confirm if any existing systems are proprietary, requiring specific manufacturer software or keys that are restricted to certain authorized dealers.
A6. To the Government's knowledge, the existing alarm systems are not intended to require exclusive access by a specific authorized dealer. Offerors should review the panel inventory provided in Attachment 2.
The Contractor shall be responsible for providing the equipment, software, programming tools, and technical capability necessary to inspect, test, maintain, troubleshoot, and program the systems identified in the contract.
Q7. Pricing for Extension Periods: The Price Schedule for the Optional 6-Month Extension (CLIN 00180) includes a pre-filled "Not To Exceed" amount. Please clarify how offerors should propose labor rates for this period if the total value is already capped by the Government.
A7. All repair / service call CLINs include an NTE limit. Offerors should provide a fully burdened regular hourly rate and an after hours/ holiday hourly rate for repair/service call labor; these rates will be the basis for work performed against that CLIN during the relevant option period. Please keep in mind that the relevant Wage Determination for the location should be considered when formulating rates.
Additionally, note that the six (6) month extension may be exercised in full or in part at any point following the completion of the base period or any period following.
Q8. Regarding Factor 2 – Past Performance/Experience Information (Section L.2 and M.3): The solicitation requires the submission of three (3) projects similar in nature to the fire alarm work described in the SOW. If an offeror intends to utilize a specialized subcontractor to perform the technical requirements of this contract, will the Government accept and evaluate the past performance and relevant experience of the proposed subcontractor to satisfy the requirement for three similar projects? If so, should these be documented using the Relevant Experience Questionnaire in Attachment 3?
A8. Yes, qualifications may be satisfied by the prime Contractor or a specified qualified subcontractor.
Q9. If you have any old reports you can share, please.
A9. Reports are not available.
Q10. Does a contractor have to be licensed in the State of Pennsylvania? We are licensed in several other states and hold NICET credentials for those licenses.
A10. The Government is not aware of any additional Pennsylvania licensing requirements specific to the specified work beyond the requirements identified in the solicitation
Q11. Who is the Authority Having Jurisdiction for these sites for the NPS?
A11. The relevant AHJ is NPS Regional Structural Fire Marshal/Fire Code Official (FCO) rather than Adams
County Emergency Management. The Regional FCO serves as the AHJ for structural fire and life-safety requirements for NPS facilities. Adams County Emergency Management provides local emergency response/dispatch functions.
Q12. For all of the sites, will the communicators be released by the previous company so they can be reused under the new contracting company for monitoring? I ask because *** will not allow another company to reuse a communicator that is still attached to the previous company’s account. I want to make sure we understand how this will be handled before preparing our proposal.
A12. Yes, the incumbent contractor will release/de-register the existing cellular communicators in place at
GETT/EISE from their account for use by the successor contractor.
