Solicitation Summary: Alarm Monitoring, Inspection, Testing, Maintenance, and Service Calls
This is a Request for Quote (RFQ) for commercial services issued by the National Park Service (NPS), Northeast Regional Contracting Office, for alarm monitoring, inspection, testing, maintenance, and repair services at Gettysburg National Military Park (GETT) and Eisenhower National Historic Site (EISE) in Gettysburg, Pennsylvania. The solicitation is designated for Women-Owned Small Business (WOSB) set-aside with NAICS code 561621 (Security Services). The contract is for an 8-month base period (September 2026 – April 2027) with four optional 12-month periods and one optional 6-month extension, totaling up to 62 months of potential performance. The Government will award based on Lowest Price Technically Acceptable (LPTA) methodology, evaluating technical capability, past performance/relevant experience, and price. Quotes must be submitted electronically by 12:00 PM EDT on August 13, 2026, to eric_hubbell@ios.doi.gov, with technical questions due by 5:00 PM EDT on August 6, 2026. A mandatory site visit is scheduled for August 5, 2026, at 10:00 AM EDT at the maintenance facility in Gettysburg.
The contractor must provide central monitoring services; semi-annual maintenance visits (2 per year); annual NFPA 72-compliant inspections for 45 fire alarm panels; and emergency repair and service call support for 57 total alarm systems (45 fire, 11 intrusion, 1 elevator emergency communication). The contractor's Central Monitoring System must be UL-listed, and the lead technician must hold current NICET Level II (or higher) certification in Fire Alarm Systems. All alarm panels include Bosch, Firelite, Notifier, and Siemens models. Repair services are priced on a firm fixed-price basis with specified hourly rates and not-to-exceed limits ($26,800 for base period repair/service calls; varying amounts for each option period from $15,868–$17,310). Mobilization costs must be included in pricing. The contractor must provide cellular communication services for alarm transmission, reprogram panels as needed, and maintain 24/7 availability by phone. Work is restricted to Monday–Thursday, 7:00 AM–4:30 PM, except for approved emergency service calls. The Government will furnish replacement alarm panels if complete panel replacement is necessary; the contractor supplies all other materials and tools. Liability insurance is required ($200,000 per person/$500,000 per occurrence/$20,000 property damage), and contractor personnel must comply with federal security protocols, OSHA regulations, and NPS rules regarding historic artifact protection and weapons prohibition.

SECTION C - DESCRIPTION/SPECIFICATION/REQUIREMENTS
STATEMENT OF WORK
Gettysburg National Military Park and Eisenhower National Historic Site Alarm Monitoring, Inspection, and Repair
C.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories.
The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners. The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance.
The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS – Business Service Contracting Division (BSCD) – Contracting Operations – Northeast Region – Philadelphia MABO. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only.
C.1 SPECIFIC PARK INFORMATION
C.1.1 GETTYSBURG NATIONAL MILITARY PARK (GETT)
Gettysburg National Military Park (GETT) is situated in the Piedmont Province east of Appalachian Mountains in south central Pennsylvania, encompasses over 5,989 acres of land. The park is fifteen miles east of South Mountain, which rises to 2,000 feet above sea level. The Battle of Gettysburg was the bloodiest battle of the American Civil War and was also the inspiration for President Abraham Lincoln’s immortal “Gettysburg Address”.
Significant sites on the battlefield began to be preserved almost immediately after the 1863 battle, and the park came under federal ownership in 1895. Administered by the National Park Service (NPS) since 1933, the park now incorporates a significant portion of land across which the battle, its aftermath and the commemoration occurred. The park attracts 1.8 million visitors each year and is open year-round. It offers visitors hiking trails, scenic car tours on over 40 miles of roads, and beautiful vistas overlooking the battlefield and nearby town. There are also over 1,400 monuments and 400 cannons, which dot the landscape.
GETT is home to the Gettysburg National Cemetery, Eternal Light Peace Memorial, which dedicated the 75th Anniversary of the Battle in 1938, the home and farm of General & resident Dwight D. Eisenhower, the David Wills House, where President Lincoln put the final touches on the famous Gettysburg Address. You can also visit famous battle sites, like McPherson Ridge, Oak Ridge, and Little Round Top where some of the most famous fighting happened. You can also find some breath-taking views of GETT with the Culp’s Hill Observation Tower and Oak Ridge Observation Tower.
For more information, please visits GETT’s website at: Gettysburg National Military Park (U.S. National Park Service)
C.1.2 EISENHOWER NATIONAL HISTORIC SITE (EISE)
Eisenhower National Historic Site, also in Gettysburg, Pennsylvania, preserves the home and farm of President Dwight D.
Eisenhower. Purchased in 1950, the farm served as Eisenhower’s weekend retreat, a working cattle farm, and a meeting place for world leaders during his presidency. The site offers a window into Eisenhower’s personal life, leadership style, and connection to the surrounding Gettysburg community. NPS works to protect and interpret the Eisenhower home, farm, and landscape, sharing the story of the 34th President’s military career, presidency, and legacy. Visitors can explore the home, grounds, barns, gardens, and exhibits, often accompanied by ranger programs that highlight Eisenhower’s life and contributions. For more information, visit https://www.nps.gov/eise.
C.2 BACKGROUND
The Park(s) requires central monitoring service, annual systems inspection and periodic maintenance, and emergency and scheduled repair services for fifty seven (57) fire and intrusion alarm systems currently installed in historic structures located in various locations around Gettysburg Pennsylvania (see C.3.2). Systems consist of fourty-five (45) fire alarm systems, eleven (11) intrusion alarm systems, and one (1) elevator emergency communication system. Panels include Bosch, Firelite, Notifier, and Siemens models.
C.3 PERIOD OF PERFORMANCE
The service encompasses an eight (8) month base period with options for four additional twelve (12) month periods and one optional six (6) month extension for use in acordance with FAR 52.217-8. Approximate dates of performance are:
