Place of performance is the National Park Service Museum and Visitor Center, 1195 Baltimore Pike, Gettysburg, Pennsylvania. Work encompasses complete demolition and replacement of the interior lighting control system and fixtures, installation of approximately 1,846 square feet of new wood flooring and professional repair and refinishing of approximately 710 square feet of existing wood flooring, and limited carpet repair. The scope includes 56 adjustable LED exhibit-lighting fixtures (120V, dimmable, minimum 90 CRI, 3000K, white finish), 18 complete replacement track-lighting assemblies (commercial-grade surface-mounted 120V, 20A two-circuit track), and one complete interior lighting-control system with scene-based and scheduled control capabilities compatible with existing wall-mounted candle fixtures. The contractor must furnish a new lighting control system that does not require proprietary service agreements or manufacturer-exclusive maintenance and must provide one-year warranty on all newly installed systems, staff training, operation and maintenance manuals, and as-built documentation.

Performance period is 105 calendar days from Notice to Proceed; the anticipated delivery date is January 18, 2027. NAICS code 236220 (Commercial and Institutional Building Construction) with $45 million small business size standard applies. Davis-Bacon prevailing wage rates apply under General Wage Decision PA20260073 (Adams County, Pennsylvania). Subcontracting limitations apply: no more than 75% of Government-paid labor (excluding materials) may be subcontracted to non-similarly situated entities for special trade contractors.

PROCUREMENT TYPE: The Government anticipates awarding a single firm-fixed price contract to meet this requirement. This firm-fixed price contract will be awarded using RFO FAR 12.203 and, the Lowest Price Technically Acceptable process as defined in FAR 15.101-2 shall be used in the requirement as authorized by RFO FAR 12.203 (c)(3).. Accordingly, we are requesting you review the information within the solicitation and attachments.

SET-ASIDE: This acquisition will be a 100% Total Small Businesses (SB) Set-aside. Offers will only be accepted from small businesses. Offers received from concerns that are not SB concerns shall be considered nonresponsive and will be rejected.
