The period of performance runs from August 1, 2026 to January 18, 2027. All existing branch-circuit/power wiring serving lighting fixtures is intended to remain and be reused if serviceable and compatible with the new system. The Government will remove museum exhibits and movable contents requiring relocation, and the David Wills House will be closed to the public during construction.

1. Lighting controls - will the existing lighting controls be relocated and reutilized, or will they need to be replaced with new controls? If replaced, please provide a model number as a basis of design.

A. The existing lighting-control system shall be removed and replaced with a new, complete lighting-control system. Existing control panels, racks, control devices, interfaces, and control wiring shall not be relocated or reused. Existing serviceable branch-circuit/power wiring may remain as previously clarified.

The Government is not specifying a manufacturer or model number as a basis of design. The Contractor shall propose a complete system meeting the performance requirements of the SOW, including LED-compatible dimming, scene-based and scheduled control, intuitive staff controls, programming, commissioning, and testing. The proposed system shall not require a proprietary service agreement or manufacturer-exclusive maintenance. Product data, system architecture, compatibility documentation, and shop drawings shall be submitted for Government approval before procurement.

2. Exit signs - will the existing exit signs remain or need to be replaced?

A. The existing exit signs shall remain in place and are not included in the lighting-fixture replacement. The Contractor shall protect the exit signs, maintain their operation throughout construction except during approved temporary outages, and repair any damage caused by the work.

3. Wall mounted candle lights - will the existing wall mounted candle lights remain, or do they need to be replaced? If replaced, please provide a model number as a basis of design.

A. The existing wall-mounted candle fixtures shall remain and shall not be replaced.

The Contractor shall protect the fixtures during construction and disconnect and reconnect them as necessary to complete the lighting-control work. The fixtures shall remain fully operational upon completion.

4. Lighting: Please confirm whether the existing lighting track is to remain in place and be reused for the new lighting fixtures.

A. The existing lighting track shall not remain or be reused. The existing track-lighting systems shall be completely removed and replaced.

Provide 18 complete replacement track-lighting assemblies, including tracks, feeds, connectors, end caps, mounting components, and associated accessories.

The 56 LED exhibit-lighting fixtures are separate track-mounted or single-point canopy-mounted fixtures to be installed as applicable to the existing configurations. The Contractor shall field verify track lengths, configurations, mounting conditions, feeds, and fixture locations before procurement.

5. Flooring / Quarter Round: Please confirm whether the contractor is required to reuse the existing quarter round, or whether new quarter round should be included. Due to the nature of the flooring removal, the existing quarter round may be damaged during removal and may not be suitable for reuse.

A. For proposal purposes, the Contractor shall include new quarter round in all rooms receiving new wood flooring. The new quarter round shall match the existing adjacent trim in material, dimensions, profile, and finish as closely as practicable.

Existing quarter round may be reused only where it can be removed without damage, remains suitable for reinstallation, and is approved by the COR. Existing quarter round in areas receiving only floor repair and refinishing shall remain and be protected unless removal is necessary to perform the work. Any trim damaged by the Contractor shall be replaced at no additional cost to the Government.

6. Dumpster Placement: Please identify where the contractor will be permitted to place a construction dumpster during performance of the work. Please also confirm whether any permits, parking approvals, street-occupancy permits, or other local approvals are required for dumpster placement, and whether those costs are the contractor’s responsibility.

A. The Government does not own or control adjacent parking or provide a designated dumpster or staging location for this project. Parking surrounding the David Wills House consists primarily of public metered street parking.

The Contractor is responsible for arranging an authorized location for any dumpster or waste container and for obtaining and paying for all required parking-space reservations, street-occupancy permits, traffic-control approvals, or other permits from the applicable local or state authorities. All associated fees shall be included in the Contractor’s proposal.

The proposed location, dumpster size, delivery schedule, servicing, and removal shall be coordinated with the COR before placement. The dumpster shall not obstruct building access, required egress, pedestrian routes, adjoining properties, or traffic. The Contractor may use off-site disposal or another approved waste-management method if an acceptable on-site or street location cannot be obtained.

1. What is the quantity, type, and required specifications for the new lighting fixtures and control system to be installed?

A. Provide 56 adjustable LED exhibit-lighting fixtures, 18 complete replacement track-lighting assemblies, and one complete interior lighting-control system.

The new lighting shall provide the LED functional equivalent of the existing exhibit-lighting types shown on Drawing E5.1, including adjustable spotlight, wall-wash, diffusion/accent, and single-point canopy-mounted applications. Fixtures shall be suitable for museum exhibits, 120V, dimmable, minimum 90 CRI, nominal 3000K color temperature, and furnished in a white finish unless otherwise approved.

Replacement track shall be commercial-grade, surface-mounted, 120V, 20A, two-circuit track with independent neutrals and compatible with the proposed LED fixtures and control system. Track layouts and general locations shall match the existing configurations shown on the reference drawings.

The complete control system shall provide scene-based and scheduled lighting control, LED-compatible dimming, intuitive staff controls, and all panels, devices, interfaces, programming, testing, commissioning, training, as-built documentation, O&M manuals, and warranties required for a fully operational system. The system shall not require a proprietary service agreement or manufacturer-exclusive maintenance. The Contractor shall field verify existing conditions and submit product data, a fixture schedule, track layout, control-system architecture, and shop drawings for Government approval before procurement.

2. Does replacement of the existing interior lighting control system include only the control-system wiring and components, or also the existing branch-circuit/power wiring serving the lighting fixtures?

A. Replacement includes the existing control panels, racks, control wiring, control devices, interfaces, and associated components required for a complete operational system. Existing branch-circuit/power wiring serving the lighting fixtures is intended to remain and be reused, subject to testing and verification that it is serviceable and compatible with the new system.

Reconnection, termination, and minor extensions required to connect the existing branch circuits to the new control system and fixtures are included. Defective or materially incompatible branch-circuit wiring discovered during construction shall be documented and reported to the Contracting Officer before replacement.

The demolition notes on Drawings E1.1 through E1.5 document work performed as part of the 2005 rehabilitation and shall not be interpreted as requiring wholesale removal of the current branch-circuit wiring under this contract.

3. Are the existing tracks to be completely removed and replaced, or are only the track-mounted fixtures and selected components to be removed and replaced?

A. The existing track-lighting systems shall be completely removed and replaced.

Provide 18 complete replacement track-lighting assemblies, including track, feeds, connectors, end caps, mounting components, and associated accessories. Install replacement tracks generally in the existing locations and configurations shown on the reference drawings.

The 56 LED exhibit-lighting fixtures are separate track-mounted or single-point canopy-mounted applications fixtures to be installed as applicable to the existing configurations. The Contractor shall field verify exact track lengths, configurations, mounting conditions, feeds, and fixture locations before procurement.

4. What is the carpet manufacturer, product/model, color, pattern, and any other required specifications to be used for the approximately 22 LF carpet repair in the Lincoln Bedroom?

A. The approximately 22 linear feet represents repair of the existing carpet edge and carpet-to-wood transition, not general replacement of the Lincoln Bedroom carpet.

The Government has sufficient matching carpet material available and will furnish the carpet required for the repair.

The Contractor shall install the Government-furnished carpet material and trim, secure, repair, and finish the carpet edge as necessary. Repair or replace the transition as required to provide a secure, durable, and visually appropriate condition.

5. Please confirm whether the Government will remove museum exhibits, displays, furniture, and movable contents before construction.

A. The Government will remove museum exhibits, displays, furniture, and other movable contents that must be relocated to perform the work. Fixed exhibits and items that do not require relocation may remain in place and shall be protected by the Contractor.

The Contractor remains responsible for coordinating required clearances with the COR and protecting existing finishes, fixed exhibits, building elements, and adjacent areas from dust, debris, vibration, and construction damage.

6. Must the work be phased to maintain public access, or will the affected portions of the building be closed during construction?

A. The David Wills House will be closed to the public during construction. The Contractor is not required to phase the work to maintain public access.

The Contractor shall still coordinate its internal sequencing, electrical outages, dust containment, flooring work and curing periods, material movement, and access requirements with the COR. Government access to the building shall be maintained as coordinated with the COR.

7. Please identify the existing wood species and finish system for the approximately 710 SF of existing wood flooring to be repaired and refinished.

A. The reference drawings do not identify the existing wood species. For proposal purposes, assume that white oak will be used for any replacement boards. The Contractor shall field verify the existing species, board dimensions, profile, grain, and condition before procuring replacement material. Replacement boards shall match the verified existing flooring as closely as practicable and shall be approved by the COR before installation.

Drawing A9.1 identifies Minwax DuraSeal Royal Mahogany as the wood-floor stain used during the previous rehabilitation. This shall be used as the initial basis for developing the proposed stain color. The Contractor shall submit the proposed stain and finish system and complete a representative test area for Government approval before proceeding.

8. Is the existing wood flooring to be fully sanded to bare wood or only screened and recoated? What is the required finish system and number of coats?

A. The full approximately 710 square feet of existing wood flooring shall be sanded to bare wood. Screening and recoating alone will not satisfy the requirement.

The work includes complete removal of the existing finish, repair of damaged areas, replacement of isolated boards when approved by the COR, final sanding and surface preparation, application of an approved stain, and three coats of a durable commercial-grade satin polyurethane floor finish compatible with the approved stain.

Because the appearance of aged flooring cannot be duplicated solely by specifying the original stain color, the Contractor shall prepare a representative test area using Minwax DuraSeal Royal Mahogany as the initial basis. The final stain color and finish system shall be selected based on the approved test area. The approved finish shall be applied uniformly throughout each continuous flooring area and shall provide a visually compatible transition to adjacent flooring.
