About this file

This is a Technical Capability Submittal template for a federal construction contract to renovate interior lighting and flooring at the David Wills House within Gettysburg National Military Park. The template requires offerors to document project experience, contractor qualifications, and biobased product compliance for solicitation 140P4226R0030.

The submittal requests detailed information on referenced projects including project title, location, owner, and a complete contractor list identifying prime and subcontractors with their roles, contract prices (original and final), and performance periods. Offerors must address seven specific project experience questions covering work performed, alignment with solicitation requirements, cost and schedule variances with explanations, problem resolution, and successful means and methods. Personnel resumes must be submitted for key positions, including current role, supervisor information, work experience for the past five years, education summary, and a statement of qualification for the contract. Additionally, offerors must demonstrate prior experience with biobased products by identifying specific products to be used, their biobased content percentages, and relevant contracts from the past two years. The template specifies minimum biobased content requirements across numerous product categories including paints, coatings, adhesives, cleaners, lubricants, and composite panels. This is a 100% small business set-aside contract with a NAICS code of 236220 (Commercial and Institutional Building Construction) and small business size standard of $45 million, with an expected 90-calendar-day performance period.
