Scope of Work FY 2026 08/13/2026 Renovate the David Wills Interior Lighting and Flooring Gettysburg National Military Park This project is located at the David Wills House within Gettysburg National Military Park. The David Wills House is a three-story structure containing two floors of publicly accessible museum space and a third floor used for National Park Service Educational Programs. The building receives approximately 14,000 visitors annually.

The interior of the David Wills House underwent a comprehensive rehabilitation completed in approximately 2008. Interior finishes, lighting systems, and building systems date from that rehabilitation and do not consist of original historic interior fabric. The work under this contract involves replacement and rehabilitation of modern interior systems and finishes within a historic structure.

This project encompasses removal and replacement of the existing interior lighting control system and lighting fixtures, along with replacement, repair, and refinishing of interior flooring surfaces. All work will be performed in accordance with applicable federal, state, and local codes, National Park Service policies, and prevailing wage requirements.

1. Project Objectives

a. Period of Performance: 105 calendar days after Notice to Proceed (NTP)

b. Demolition and replacement of the existing interior lighting control system and lighting fixtures to improve reliability, reduce maintenance requirements, and support modern LED lighting technologies. Replace existing carpet with new wood flooring in the Town Room, Gift Shop, Theater, and Second Floor Gallery; refinish existing wood flooring in the Entrance, Foyer, Second Floor Hallway, and identified stair landings; and repair the limited carpet damage in the Lincoln Bedroom. Provide a simplified, reliable lighting control system suitable for museum and exhibit environments. Restore interior flooring surfaces to provide a durable, professional appearance for visitors and tenants.

c. All work will be performed by qualified professionals and comply with applicable codes and regulations. Prevailing wage rates will apply to all labor associated with this project.

2. Scope of Work

a. Demolition:

a. The Contractor shall remove and dispose of the existing interior lighting control system, including control panels, racks, wiring, devices, and associated components installed during the 2008 rehabilitation. Existing lighting fixtures, including track-mounted and exhibit lighting fixtures, shall be removed.

b. Existing carpet and flooring materials within the areas scheduled for new wood flooring shall be removed and disposed of in accordance with applicable requirements. Existing carpet in the Lincoln Bedroom shall be retained except for approximately 22 linear feet requiring repair. Any concealed damage or unsuitable substrate identified during demolition shall be documented and brought to the attention of the Contracting Officer's Representative (COR) before proceeding.

c. Existing wood flooring scheduled to remain shall be professionally prepared, repaired, sanded as appropriate, and refinished with a durable commercial-grade finish compatible with the existing wood and high-traffic museum use.

b. Installation:

a. Lighting Controls and Fixtures: The Contractor shall furnish and install a new, complete interior lighting control system and compatible LED exhibit-grade lighting fixtures. The new system shall be a simplified, reliable architectural or exhibit lighting control system suitable for museum environments.

i. The lighting system shall support LED exhibit-grade fixtures. Provide scene-based and scheduled lighting control. Include intuitive user interfaces suitable for NPS staff. Not require proprietary service agreements or manufacturer-exclusive maintenance.

ii. Lighting fixtures and track systems generally remain in their existing locations and serve the same exhibit areas, unless minor adjustments are required to accommodate the proposed system. The Contractor shall provide all programming, configuration, commissioning, and testing necessary to place the lighting system into full operation.

b. Flooring

i. Approximately 1,846 square feet of new wood flooring shall be furnished and installed in the Town Room (462 square feet), Gift Shop (452 square feet), Theater (448 square feet), and Second Floor Gallery (484 square feet). Wood species, grade, dimensions, finish, installation method, floor orientation, transitions, and samples shall be submitted for Government approval before procurement and shall be compatible in appearance and performance with adjacent flooring and the historic interior setting.

ii. Approximately 710 square feet of existing wood flooring shall be repaired and refinished in the Entrance (120 square feet), Foyer (120 square feet), Second Floor Hallway (280 square feet), and identified stair landings (190 square feet total). Damaged wood beyond repair shall be replaced with compatible material only after COR approval. Finishes shall be durable and suitable for high-traffic public use.

iii. Approximately 22 linear feet of carpet in the Lincoln Bedroom shall be repaired. No flooring work is included in the Wills Office. Flooring transitions and thresholds shall be repaired or replaced as required to provide flush, safe, durable, and visually appropriate transitions without creating tripping hazards or accessibility barriers.

c. Existing Conditions and Reference Documents:

a. Drawings prepared as part of the 2008 rehabilitation are provided for reference only and generally reflect existing lighting layouts, exhibit configurations, and floor layouts. Minor variations may exist. The Contractor shall verify all existing conditions in the field prior to execution of the work. No claims for additional compensation shall be allowed due to discrepancies between reference documents and actual conditions.

d. Protection of Existing Conditions:

a. The Contractor shall protect existing finishes, exhibits, furnishings, walls, ceilings, floors, and building systems during the work. Dust control and containment measures shall be implemented. Public safety shall be maintained at all times. Any damage caused by the Contractor shall be repaired at no additional cost to the Government.

3. Deliverables:

a. Fully operational lighting control and lighting fixture system. Completed new wood flooring installation, existing wood floor refinishing, and limited carpet repair. Approved flooring and lighting product submittals and samples. Lighting-system programming, commissioning, and staff training documentation. As-built documentation for lighting controls. Operation and maintenance manuals and warranty documentation.

b. System Testing Documentation: Documentation of system tests and system checks confirming proper operation of all systems.

c. Compliance with Prevailing Wage: Proof of adherence to prevailing wage rates for laborers, including certified payroll records.

4. Materials and Equipment

a. LED exhibit-grade lighting fixtures compatible with the proposed control system. Complete interior lighting control system, including control devices and interfaces. New wood flooring and accessories compatible with the approved submittals and intended high-traffic museum use. Wood flooring repair and refinishing materials. Materials required for limited carpet repair. Required fasteners, adhesives, transitions, brackets, mounting hardware, and accessories

5. Safety Requirements

a. OSHA Compliance: All work will adhere to OSHA guidelines to ensure the safety of all personnel.

b. Personal Protective Equipment (PPE): Appropriate personal protective equipment (PPE) shall be worn by all workers as required by OSHA and the nature of the work being performed.

6. Permits and Approvals

a. The Contractor shall obtain any permits required for the work. In the event no permits are required, the Contractor shall coordinate with the Government to document permit status.

b. All work shall comply with the most current editions applicable at project initiation of the International Code Council family of codes, including the International Building Code, International Existing Building Code, and applicable referenced codes; NFPA 70, National Electrical Code; applicable referenced NFPA standards; OSHA construction-safety requirements under 29 CFR Part 1926; and applicable National Park Service requirements. Work affecting the historic building shall be performed in accordance with the Secretary of the Interior's Standards for Rehabilitation. Where requirements conflict, the Contractor shall notify the Contracting Officer before proceeding.

7. Warranty

a. The contractor will provide a warranty for the newly installed systems (all items listed and installed in sections 2 and 4) for a period of 1 year from the completion date.

8. Modifications or Alteration of Schedule

a. Any requests for alterations or modifications of terms of the contract such as delivery, cleaning, pick-up or quantity must be submitted in writing to the Contracting Officer and COR for approval prior to any changes being made.
