About this opportunity

The National Park Service Midwest Region is seeking to procure 800 tons of Untreated Base Course (UBC) gravel for supply and delivery to Arches National Park in Moab, Utah. This solicitation (140P6026Q0014) is being conducted as a simplified acquisition under FAR Part 13 procedures and requires the material to meet UDOT Specification Section 02721 Part 2 Products, with aggregate class C preferred though classes A or B are acceptable. Offerors must be registered in SAM as active small businesses under NAICS code 212321 (Construction Sand and Gravel Mining) at the time of quote submission, award, and throughout contract performance. The contract will be awarded on a firm-fixed-price basis to the responsible offeror providing the lowest price technically acceptable offer, with pricing reasonableness evaluated against competitive offers and an independent government estimate. The quotation deadline is March 31, 2026, at 1100 CD, and all submissions must be made electronically to contracting officer Adam Kircher at adam_kircher@ios.doi.gov; contractors must also acknowledge receipt of two solicitation amendments issued on March 17 and March 27, 2026.

This is a total small business set-aside with no identified incumbent contractors. The contract requires daily deliveries between May 20 and June 20, 2026, with each delivery consisting of 150 to 200 tons, restricted to Monday through Thursday between 6:00 AM and 5:00 PM, with no Friday, weekend, or federal holiday deliveries permitted. The material must have a maximum water content of approximately 2% and be offloaded at the storage yard near Balanced Rock, approximately 10 miles north of Moab along the Park Scenic Drive on Highway 191. Double belly dumps and end dumps with two pups are prohibited due to limited storage space, and contractors must plan for potential 15- to 30-minute delays at the Service Drive entrance between 9:00 AM and 1:00 PM daily. Measurement and payment will be calculated by the ton based on certified weigh tickets provided with each delivery, and contractors are responsible for obtaining and submitting these tickets to the park upon completion of deliveries.
