About this file

This is a Contractor Questions and National Park Service (NPS) Response document for solicitation 140P6026Q0014, which covers the supply and delivery of UBC (Recycled Asphalt Pavement) gravel to Arches National Park in Utah. The document addresses seven contractor inquiries regarding operational requirements and logistical constraints for this project.

Key operational requirements include: delivery hours and scheduling as specified in the Statement of Work (SOW), with weigh tickets required at job completion; material must meet specifications outlined in the SOW, with any pit source substitutions requiring prior approval and specification documentation from the park; deliveries must be completed in continuous sequence once started rather than split across multiple daily loads; trucks must be clean before entering the park; and the contractor bears responsibility for obtaining and submitting weigh tickets to the park. The NPS clarified that contractors should contact the Contracting Officer's Representative (COR) before beginning deliveries to receive specific drop-off coordinates, staging area information, and the designated park point of contact. Environmental protocols require dust control and spill prevention measures during material dumping. The NPS indicated that no Value Engineering Change Proposal (VECP) cost-sharing opportunity exists for this contract, and solicitation amendments changed the project title to reflect the correct park name and uploaded this Q&A document for contractor reference.

Needs to met spec. in SOW if they need to swap pit they need to talk with park first and supply spec.
