About this file

This is a Statement of Work for the supply and delivery of Untreated Base Course (UBC) material to Arches National Park in Moab, Utah.

Arches National Park requires the supply and delivery of 800 tons of UBC material with a maximum water content of approximately 2%, to be delivered between May 20, 2026, and June 20, 2026. Daily deliveries must range from 150 to 200 tons, with deliveries only permitted between 6:00 AM and 5:00 PM, Monday through Thursday; no Friday, weekend, or federal holiday deliveries are allowed. The material will be offloaded at the storage yard near Balanced Rock, approximately 10 miles along the Park Scenic Drive north of Moab on Highway 191. The contractor must plan for potential 15- to 30-minute delays accessing the Service Drive entrance between 9:00 AM and 1:00 PM daily, with no contract modifications approved for such delays. The UBC must meet UDOT Specification Section 02721 Part 2 Products (dated January 1, 2008), with the park preferring aggregate class C, though classes A or B are acceptable. The contractor is responsible for selecting appropriate delivery trucks; however, double belly dumps (trains) and end dumps with two pups (triples) are prohibited due to limited storage space. Before quote submission, the supplier must provide a signed certification letter confirming compliance with material specifications, and after award, must submit job mix gradation details per UDOT specification table two. Measurement and payment will be calculated by the ton based on certified weigh tickets provided with each delivery.

C. Delivery:

1. The Service Drive located directly to the north of the Park Entrance Road will allow the delivery trucks to bypass the Entrance Station.

2. Due to congestion on the entrance road the Contractor shall plan for delays of 15 - 30 minutes to access the Service Drive turn off between the hours of 9 am to 1 pm daily. No Contract Modifications will be approved for additional delivery time due to delays at the Park

Entrance Station.
