About this opportunity
The National Oceanic and Atmospheric Administration seeks quarterly preventive maintenance services for two backup generators at National Weather Service locations in Vermont, with quotations due August 19 at 10:00 AM MDT. The procurement is set-aside for small business concerns under NAICS code 811210, with a $34.0 million size standard.
Place of performance includes the Burlington National Weather Service Weather Forecast Office in South Burlington, Vermont (150KW Cummins natural gas generator) and the Vermont National Guard Base Radar Data Acquisition site in Colchester, Vermont (80KW Kohler diesel generator). The Camp Johnson location in Colchester requires National Weather Service personnel escort due to military installation security protocols; the South Burlington location permits direct vehicle access.
The Statement of Work requires quarterly preventive maintenance visits plus one annual State of Vermont safety inspection per contract year, compliant with NFPA 110 and NFPA 70 standards. Maintenance includes checking and replacing coolant, verifying block heater operation, inspecting and replacing belts and hoses, checking alternator charging rates, changing oil and filters per manufacturer specifications, inspecting exhaust systems, checking emergency breakers and wiring controls, and running each generator for 30 minutes under load. Contractor technicians must be licensed or certified for the specific equipment type and fuel type and hold appropriate electrician's licenses. Deficiencies identified during inspections must be corrected within five working days. The contractor is not responsible for emergency repairs or non-scheduled troubleshooting.
The contract structure includes a firm-fixed-price base period from award through June 30, 2027, followed by four optional one-year periods through June 30, 2031. The incumbent contract, awarded to Vermont Power Technologies, LLC, totaled $28,410.00 for five years. Evaluation uses a Lowest Price Technically Acceptable (LPTA) source selection process. Quotations must include Standard Forms 18 and 30, Unique Entity ID/CAGE Code from SAM.gov, technical capability narrative, and pricing for labor and materials. The contract incorporates U.S. Department of Labor Wage Determination 2015-4137 Revision 37.
