About this opportunity
The Department of State is soliciting quotations for generator preventative maintenance services at the Chancery and Chief of Mission Residence in Ottawa, Canada, with quotations due December 3, 2026 at 4:00 PM EDT. Only companies that attend the mandatory pre-quotation conference on November 13, 2026 at 10:00 AM EST are authorized to submit quotations. The Set Aside line reads No Set-Aside Used.
Place of performance is Ontario, Canada: the Chancery at 490 Sussex Drive and the Chief of Mission Residence at 1500 Lisgar Road. The work covers two diesel standby generators, a Caterpillar SR-4B (875 kVA/700 kW) at the Chancery and a Simpson Power Products 60 kW unit at the Chief of Mission Residence. Required services include monthly operational checks, semi-annual visits, and annual visits covering oil and fuel analysis, coolant changes, valve lash adjustments, and inspections per manufacturer specifications and CSA C282 standards. Load bank testing applies to the embassy generator only. The contractor supplies all labor, materials, filters, fluids, equipment, and load banks, maintains expendable parts inventories, performs hazardous waste disposal with proof of proper handling, and submits Service Inspection and Test Reports within five business days of each visit.
Offerors must be registered in SAM, hold Canadian business licenses and permits, provide proof of OEM certification, and submit a strategic plan addressing work procedures, equipment requirements, quality assurance, and insurance. Ontario Occupational Health and Safety standards apply.
The contract consists of a one-year base period with four one-year options, awarded as a firm fixed-price contract to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions. Discussions may occur with companies in the competitive range if necessary. Prices are quoted in Canadian dollars, with Harmonized Sales Tax shown separately on invoices. The contract incorporates FAR and DOSAR clauses and various federal certifications.
