About this opportunity

The Bureau of Land Management (BLM) Montana State Office is seeking construction services for road maintenance and rehabilitation of the 3.64-mile Crooked Creek Road in Carbon County, Montana. The project involves re-establishing the road's typical section through grading, shaping, and compacting activities, establishing drainage ditches to prevent stormwater run-on, furnishing and compacting crushed aggregate surfacing, and removing and replacing existing culverts and cattle guards. The work requires specialized highway construction capabilities, with contractors needing to provide adequate soil moisture management and utilize specific materials including polymer-coated steel pipes and native seed mixtures for revegetation according to Montana Department of Transportation standards. The evaluation will place past performance as significantly more important than price, requiring offerors to submit three volumes including required documentation, past performance information, and pricing details. Proposals are due July 28, 2025, with a mandatory site visit having been conducted on July 15, 2025, and amendments issued through July 24, 2025, addressing contractor questions about water sources and truck turnaround areas.

This procurement is designated as a total small business set-aside under NAICS code 237310 for highway, street, and bridge construction, with an estimated contract value between $500,000 and $1,000,000. No current incumbents or contractors are identified in the solicitation materials, indicating this is likely a competitive procurement open to qualified small businesses. The firm-fixed-price construction contract includes specific quantities such as 19,040 linear feet of grading work, 5,761 tons of crushed aggregate surfacing, multiple culvert replacements ranging from 24" to 36" diameter, and installation of two cattle guards. The contractor will have 304 calendar days to complete the work, with performance taking place on Crooked Creek Road in the remote Carbon County area of Montana. Site visits were strongly encouraged, with two companies having attended the government-conducted site inspection, and contractors must handle their own water sourcing and establish truck turnaround areas that require post-project reclamation.
