About this opportunity
The U.S. Embassy Libreville, operating under the Department of State, is soliciting quotations for preventive maintenance services on its fuel management system. The scope of work encompasses annual preventive maintenance for two Bennett Pump fuel dispensers, eight Red Jacket submersible fuel pumps, four Underground Containment Solutions fuel storage tanks, four auto-filled 450-gallon day tanks, one semi-auto filled 185-gallon tank, and panel control systems including Pneumercator TMS 4000 and Pneumercator ETD 1000 monitoring systems. Qualified contractors must employ trained and certified technicians, supply all necessary tools, equipment, materials, and consumable supplies, maintain general liability insurance of at least $500,000 per occurrence ($1,000,000 cumulative), obtain required local licenses and permits, and handle proper disposal of hazardous materials. Award will be made to the lowest-priced, acceptable offer from a responsible contractor based on initial quotations, with technical acceptability determined by compliance with RFQ requirements and responsibility evaluated under FAR 9.1 standards. The deadline for quotation submission is April 17, 2026, at 13:00 local time, with a pre-proposal virtual conference having been held on March 23, 2026.
This solicitation contains no set-aside designation and does not identify any incumbent contractors. The contract structure consists of a 12-month base year commencing no later than June 2026, followed by four one-year option periods and a potential six-month extension, with pricing submitted in separate rate tables for each period. While specific award values are not disclosed in the solicitation notice, the contractor must submit firm fixed-price quotations for annual preventive maintenance services payable entirely in USD. All offerors must be registered in the System for Award Management (SAM) database at the time of quotation submission, provide evidence of relevant experience with at least three similar fuel system maintenance contracts, and submit quotations electronically in MS-Word, MS-Excel, or Adobe Acrobat format with a maximum file size of 30MB. The place of performance is Libreville, Gabon, at the American Embassy facility.
