About this opportunity
Naval Facilities Engineering Command seeks concrete spalling repairs and protective coating application at six Bachelor Enlisted Quarters buildings at Camp Lejeune, North Carolina, with proposals due June 9, 2026 at 12:00 PM EST. This is a total small business set-aside restricted to seven pre-qualified Department of Navy IDIQ contractors: Quadrant Construction, Blue Rock Structures, Bristol General Contractors, Joyce & Associates Construction Inc., Military & Federal Construction Co., P&S Construction, and Syncon LLC. Only General MACC contractors listed on the General Requirements cover page may submit.
Place of performance is Camp Lejeune, NC 28547, across six buildings designated HP195, M430, M435, BB260, BB265, and BB270. Work includes surface preparation and demolition of unsound concrete; treatment of exposed reinforcing steel with anti-corrosion coating; repair of spalls at walkway undersides, cantilever stems, railing mount points, and balcony edges; and application of protective coating to exterior walkways, stems, balconies, and related structures. Concrete repair product must be epoxy-based with minimum compressive strength of 13,000 PSI, flexural strength of 5,500 PSI, and non-shrinking properties. Protective coating must be epoxy, acrylic, or urethane-based, elastomeric, UV stable, water resistant, vapor permeable, grey color with anti-skid additive on walking surfaces, and minimum 13 dry MILS thickness. Approximate quantities total 360 cubic feet of spalling repair, 1,240 linear feet of balcony edge repair, and 108,000 square feet of protective coating application.
Contract completion is 720 days after award. Estimated cost range is $5,000,000 to $10,000,000. Award is based on lowest price. Buildings remain occupied throughout construction; protective coating application requires 24-hour drying periods that may restrict sleeping room access for 2–4 consecutive days, scheduled post-award. Davis-Bacon wage rates apply per North Carolina General Decision NC20260010. A mandatory site visit was held May 18, 2026; contractors must acknowledge receipt of all amendments (0001–0005) prior to submission. Liquidated damages are $880 per calendar day for delays. Bond requirements apply based on proposal value. NAICS 236220; PSC Z2JZ.
