About this file

This is Amendment 0004 to a solicitation (N40085-26-R-9041) issued by NAVPAC Mid-Atlantic for multiple location BBQ spalling repairs at Camp Lejeune, North Carolina. The amendment is effective June 4, 2026, with a project number 26-0417, and was issued by the Resident Officer in Charge of Construction at 1107A Birch Street, Camp Lejeune, NC 28547-2521.

The amendment addresses two contractor questions and answers regarding the Statement of Work (SOW) for the spalling repair project. Question 1 clarifies that while quantities listed in Section 5.0 of the SOW are for estimating purposes only, contractors must verify these quantities prior to bidding if they believe discrepancies exist; however, all listed quantities are intended to be accurate and serve as the basis for bid to maintain fair competition. Question 2 addresses occupancy during construction, confirming that buildings will remain occupied throughout the project; coordination of site access and work schedules—including protective coating application with required 24-hour drying periods that may restrict sleeping room access for 2-4 consecutive days—will be scheduled with the Point of Contact after contract award at the preconstruction meeting. All other terms and conditions of the original solicitation remain unchanged. Contractors must acknowledge receipt of this amendment prior to proposal submission.

CONTINUATION SHEET

1. QUESTION:

-verifying all quantities prior to bidding.

These two sentences seem to conflict, as the provided quantities are for estimating purposes, but the contractor is still directed to verify these quantities when putting their estimate together.

Field verifying quantities for spall repair can be subjective in nature. If field-verified quantities differ from what was provided in the SOW, this could skew the basis for bid from contractor to contractor.

In order to maintain a fair bidding environment, please confirm that the provided quantities in the SOW are the basis for bid.

ANSWER: All contractors are to verify quantities prior to bidding if they feel that there is a discrepancy. All quantities listed are intended to be accurate.

2. QUESTION: Section 6.2 of the SOW states that all buildings will be occupied throughout the construction period. Typically, while installing protective coating systems like epoxy or acrylic, there is a minimum drying period of 24 hours for the finish coat until it is ready for foot traffic.

The way that these barracks are designed, the exterior walkway is the only means of access to the

While the SOW states to coordinate all site access and work schedules with their respective points of contact, the contractor is still required to minimize disruption to facility occupants. Depending on the number of coats required by the protective coating manufacturer, the time in which there will be no sleeping room access can range anywhere from 2-4 consecutive days.

Please confirm that this is acceptable.

ANSWER: This will be scheduled with the POC after award at the preconstruction meeting.

3. All other terms and conditions remain unchanged.
