About this file
This is a Statement of Work (SOW) for concrete spalling repair and protective coating application at multiple Bachelor Enlisted Quarters (BEQ) facilities. The project, titled "Multiple Location BEQ Exterior Spalling Repairs" (Project Number 26M069CN), was issued on March 10, 2026, and is designated for Department of Defense (DoW) community distribution only.
The contractor must provide comprehensive concrete spalling repairs and apply a protective coating system to exterior walkways, stems, balconies, and related structures across six buildings (HP195, M430, M435, BB260, BB265, and BB270). Work includes surface preparation and demolition of unsound concrete; treatment of exposed reinforcing steel with anti-corrosion coating; repair of spalls at walkway undersides, cantilever stems, railing mount points, and balcony edges; and application of a complete protective coating system to all surfaces (top, front, and bottom). The concrete repair product must be epoxy-based with minimum compressive strength of 13,000 PSI, flexural strength of 5,500 PSI, and non-shrinking properties (2,700 PSI). The protective coating system must be epoxy, acrylic, or urethane-based, formulated for exterior balcony and walkway applications, elastomeric, UV stable, water resistant, and vapor permeable, with a grey color, anti-skid additive on walking surfaces, and minimum 13 dry MILS applied thickness. Approximate quantities across all buildings total 360 cubic feet of spalling repair (under walkways, stems, and rail mounts), 1,240 linear feet of balcony edge repair, and 108,000 square feet of protective coating application. The contractor must coordinate with designated points of contact for each building, manage all permits and utility clearances, sequence operations to minimize disruption to occupied facilities, repair any incidentally damaged surfaces at no additional cost, and be solely responsible for legal removal and disposal of all construction debris.

• Repair spalls to a sound and uniform surface at the following locations:
• Underneath walkways
• Cantilever stems
• Railing mount points
• Balcony and walkway edges
3.3 Protective Coating System
• Apply a complete protective coating system to the entire surface area (top, front, and bottom) of all walkways, cantilever stems, and stairwell balconies. The intent is to coat all surfaces, not just patched areas.
• Incorporate a non-slip additive into the coating on all walking surfaces.
3.4 Submittals
• The Contractor shall submit manufacturer product data and specifications for all proposed repair and coating materials for Government approval prior to procurement or use.
