About this opportunity

The General Services Administration seeks competitive bids for the supply of electricity commodity components to 354 end-use utility accounts across 44 federal agencies in eight states, with technical proposals due February 26, 2026 at 3:00 p.m. EST and pricing submissions via internet auction on dates specified in final Exhibit 1 files. No set-aside applies; all responsible sources are encouraged to submit.

Place of performance spans three regional transmission organizations: PJM Interconnection (District of Columbia, Delaware, Pennsylvania, New Jersey, Maryland, Ohio), Midcontinent Independent System Operator (MISO), and New York Independent System Operator (NYISO). The primary administrative location is Washington, DC.

Offerors must demonstrate technical acceptability by providing current approval as an electricity supplier from the relevant ISO/RTO, financial wherewithal (A or better credit rating from Moody's or S&P, or audited financial statements dated January 1, 2024 or later), firm transmission service agreements, and documented experience supplying firm electricity to at least ten retail customers with peak demands exceeding 1,000 kW or one customer with multiple accounts exceeding 15,000 kW peak load within the applicable region during the prior 12 months. Contractors must also hold state licenses to provide electric supply to retail customers at the time of award. At the time of award, contractors must pay an energy procurement support contractor fee of $0.00085 per kWh (for contracts awarded after March 31, 2026) or $0.0007 per kWh (for earlier awards).

Initial contract term is up to 60 months based on full monthly billing cycles. Contractors must provide firm fixed prices per kilowatt-hour for each pricing group for the entire contract period, with pricing to delivery point including all cost components specified in the attachments. Pricing treatment distinguishes fixed components (energy, ancillary services, scheduling, balancing and congestion costs, line losses, transmission, capacity, and RECs) from economic price adjustments (transmission enhancements, capacity in some regions, regulatory compliance costs, and emergency orders) and pass-through costs (applicable taxes and certain region-specific charges). Multiple awards are contemplated at different times throughout the fiscal year. GSA will evaluate offers on technical acceptability (pass/fail) followed by lowest price among acceptable offerors. Evaluation criteria weighting and detailed scoring methodology are not specified in the source material. Amendment 0008, effective September 10, 2026, clarifies NTAC (New York Transmission Assessment Charge) treatment at $0.00311 per kWh as a fixed cost included in bid pricing, adjusted annually per Section A.14.

NAICS code is 221122, Electric Power Distribution; PSC code is S112, Utilities—Electric.
