About this file
This document is Standard Form 30 (SF 30), Amendment 0008 to Solicitation 47PA0826R0001 for the FY26 Electricity Solicitation, issued by PBS Office of Facilities Management's Retail Utility Services Branch on January 21, 2026, with an effective date of September 10, 2026.
The amendment provides answers to supplemental questions regarding NTAC (New York Transmission and Assessment Charges) pricing and updates Attachment 3 - Price Component Confirmation Tables. Key clarifications include: (1) NTAC is to be FIXED at a known rate and adjusted annually based on the planning-year reset per Section A.14; (2) Offerors must use a price of $3.11 per MWh ($0.00311 per kWh) as the known cost at time of award for NTAC, included with other ancillary services charges in the fixed bid price; (3) future changes to NTAC costs after the award date will be handled under Section A.14 Electric Regulatory Changes, with contract modifications issued by GSA specifying whether the original award rate will be modified or if additional costs will be billed as separate line items on monthly invoices. All other terms and conditions of the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment prior to the receipt deadline specified in the solicitation by completing and returning the form or by separate letter/electronic communication referencing the solicitation and amendment numbers.

NYISO Exhibit 1 Q&As 47PA0826R0001 FY26 Electric Solicitation Supplemental Questions
1. As you know, NTAC is used to recover certain NYPA transmission system costs that are not recovered through other transmission charge. This rate fluctuates monthly and annually driven by both revenue requirement changes and load allocation changes. The link provided will provide the NTAC monthly settlement charges. https://mis.nyiso.com/public/P-62list.htm With the NOTE provided referencing A.14 , can you please confirm the government’s intent is that NTAC is to be “FIXED” at a known rate , and adjusted annually based on the planning-year reset respective of section A.14 ?
A: Confirmed.
2. I have provided a review of the last 24 months for additional supplemental detail. This cost is rarely below $2.50 and the average annual rolling 12 month view shows it's always above the reference $2.50. Based on the most recent planning year, and the average NTAC price, a more fair estimated value is $3.11 per MWH.
A: Noted. NTAC is to be included with the other ancillary services charges and included in the fixed bid price. See the Amendment 0008 Attachment 3 - Price Component Confirmation Tables file which has been updated to state “Offerors are instructed to use a price of $3.11 MWH / $.00311 per kWh as the known cost at the time of award for NTAC.”Any future changes to the cost of NTAC after the date of award will be handled under Section A.14 Electric Regulatory Changes.
3. In Amendment 0007 release of RFP 47PA0826R0001, Attachment 3 - Price Component Confirmation Tables file has been updated to state NTAC is to be included with the other ancillary services charges and included in the fixed bid price. Additionally, the “Notes” column for this line item in Attachment 3 states that Offers are instructed to include known costs at time of award, any future changes after the date of award will be handled under Section A.14 Electric Regulatory Changes.
a. Can the government confirm that Adjustments for changes in NTAC can be billed as a separate line item on the monthly invoice?
b. NTAC rates can be highly variable month over month with the latest NTAC posted rate for September 2026 being $0.00279/kWh but having ranged from $0.00178/kWh to $0.00452/kWh over the past 24 months, averaging ~$0.003/kWh over the last 24 months and ~$0.00336/kWh over the last 12 months. Since offers are instructed to include “known costs at the time of the award” can the government provide clarity in what should be considered known costs?
A: See answer #2. Additionally, any contract modification(s) issued by GSA will specify whether the original award rate will be modified or if the original award rate will remain the same and additional costs are to be billed as a separate line time on monthly invoices.
