About this file

This is Amendment 0004 to Solicitation 47PA0826R0001, a General Services Administration (GSA) FY26 Electricity Solicitation issued by the PBS Office of Facilities Management/Office of Policy and Services/Utilities Division, Retail Utility Services Branch. The amendment is effective March 9, 2026, and does not extend the hour and date specified for receipt of offers. The amendment addresses questions and answers submitted in response to Exhibit 1 and updates Attachment 3 (Economic Price Adjustment components) for PJM, NYISO, and MISO pricing, as well as Attachment 13 (Final Exhibit 1 for PJM auctions).

Key changes documented in this amendment include removal of residential rate class accounts that cannot be served; clarification that all line losses are to be fixed in the offeror's bid price rather than passed through; confirmation that Ohio Commercial Activity Tax treatment is "Fixed" and "Yes"; reorganization of pricing groups to separate New Jersey and Delaware accounts for regulatory compliance, with NJ accounts remaining in pricing group 3 and DE accounts moved to pricing group 4 with Maryland accounts; and updates to account notes and usage data based on offeror inquiries regarding zero-usage accounts, closed accounts, demand discrepancies, and behind-the-meter generation. The amendment confirms that ancillary services costs include known costs at award, with future changes to be handled under Section A.14 Electric Regulatory Changes, and that all accounts should be priced using the Contract Annual kWh Usage values provided by GSA, regardless of discrepancies between interval and monthly data.

Exhibit 1 Q&A 47PA0826R0001 FY26 Electric Solicitation

1. The below accounts are currently residential rate class accounts and cannot be served:

A: These accounts were removed through Amendment 0003 Attachment 13 Final Exhibit 1 PJM Accounts.

2. We did find a meter that warrants a load conversation: CoGen meter- 0550133004667001356073. Can you please clarify what we should expect on this one and why there is a discrepancy?

a. The IDR shows 12,000 MWh but NIDR shows 22,000 MWh.

A: GSA has recently re-requested both monthly and interval data for this account and the updated interval volumes were roughly 12,000 MWHs and monthly volumes were roughly 22,000 MWHs. GSA instructs Offerors to price this account based on the Contract Annual kWh Usage (Contract Volumes) listed in the Exhibit 1.

3. In review of the PJM tab of the In “Amendment+0002+ATTACHMENT+3_+PRICE+COMPONENT+CONFIRMATION+TABLES ” xls file, row 11 for “Ohio Commercial Activity Tax (Only for accounts in Ohio)” does not have a value for “Treatment” or “Include in Bid Prices”. Can you confirm these values are both intended to be FIXED and YES as the values above and below it are in kind ?

A: We confirm that these values are to be "Fixed" and “Yes”. Both fields were updated in the Amendment 0003 ATTACHMENT 3_ PRICE COMPONENT CONFIRMATION

TABLES.

4. Please split Group 3 into 2 distinct groups. For regulatory purposes, NJ and DE cannot be priced together – NJ accounts can generally only be priced together with other NJ accounts and no other state

A: See Amendment 0004 Attachment 13 Final Exhibit 1 PJM Accounts. The NJ accounts have been left in pricing group 3 and the DE accounts have been moved to pricing group 4 with all of the MD accounts.

5. I understand the comment earlier from another party to align bill types by each group, and I echo this. I believe our company would be ok if they are split inside a group, it’s just going to be a little extra leg work initially for us.

A: Understood.

6. Group 2 PECO# 8803974465 has returned as closed at the utility – please provide a replacement

A: See the comment in the “Notes” sheet in the Exhibit 1 file. The NPS has confirmed that while this account has had 0 usage over the past year, it is active and to include it in this procurement. GSA does not have a proxy account to use to estimate usage for this account.

7. Regarding account 8803974465, the usage tab does not have a monthly expected contract load. Can you provide an expected proxy profile and estimated usage for the account ?

Without a profile we would request the account be removed and treated under the terms of bilateral agreement to be treated as a contract add.

A: See answer to question 6.

8. Pepco DC # 0550212826727001932990 in Group 5 – what is causing the demand to be about 1 kW for most cycles but the two cycles from mid-September to mid-November are about 1 MW in demand?

A: See the Exhibit 1 file. No demand values were provided for this account in this or previous Exhibit 1 files released by GSA. GSA cannot confirm the accuracy of any data not provided by GSA.

9. Please provide clarification on the response to question 31 in the Q+A. It seems to indicate that losses should be passed through, but attachment 3 indicates losses to be fixed. Can you confirm whether losses should be included or passed-through?

A: GSA notes the discrepancy, all line losses are to be fixed in Offerors bid price. The revised answer to question 31 in the original Q+A document is, “ A: All usage is to be invoiced for the quantity at the meter and would be applied to all non demand billing line items. Line losses are to be fixed in the Offeror’s bid price per Attachment 3.”

10. Do any of the facilities in this RFP have existing or planned behind-the-meter generation, including but not limited to, cogeneration, solar, wind, fuel cell, etc.? If so, can you please provide as many details as possible including installation date, fuel type, historic output, intended future output, etc.? A: Behind the meter generation projects that GSA is aware of are noted in the Exhibit 1 file.Offeror has reviewed the Exhibit 1 file and doesn’t see notation of behind the meter generation. Can GSA verify that there is no behind the meter generation at any of the facilities included in this RFP?

A: All behind the meter generation projects that GSA has been made aware of are noted in the Exhibit 1 file.

11. The Price Component Table states that Ancillary Services should be fixed and included in the bid price. PJM is making changes to their Regulation market with Regulation Phase 2, scheduled for implementation in October 2026. The pricing impact, if any, is unknown currently. Can GSA acknowledge if they will accept any changes in Regulation costs to be passed-through via Section A. 14 Electric Regulatory Changes? Or would GSA be open to identifying Regulation Phase 2 as an Economic Price Adjustment in the Price Component

Confirmation Table?

A: See Amendment 0004 ATTACHMENT 4_ PRICE COMPONENT CONFIRMATION

TABLES. GSA has included the following in the Notes column for ancillaries, “Offers are instructed to include known costs at time of award, any future changes after the date of award will be handled under Section A.14 Electric Regulatory Changes”.

12. With the current Amendment 3 version of the exhibit Attachment 13: Exhibit 1 for PJM, would the GSA consider pricing the WMATA load as is own group? The alternative proposed suggestion would be to simplify the DC groups by billing method . It’s the only customer in

Group 6 which requires 30 day payment terms due to DUAL billing requirement in Group 6.

The groups would then be Group 5 could be DC PEPCO UCB and Group 6 as DC PEPCO

DUAL.

A: No.

13. We request additional clarification on these accounts, specifically regarding the usage amounts of 0 kWh and whether this usage is expected to repeat cyclically. Could you provide guidance or explanation regarding accounts which have an empty value for any months? Is this an expected annual outage which will occur annually for months which are empty for the

“contract volumes” column?

A: GSA notes that several of the accounts listed in this table do not show 0 usage in the Exhibit 1 files released by GSA. GSA cannot confirm the accuracy of any data not provided by GSA. For any accounts that show 0 usage in the Exhibit 1 files released by GSA for a specific month or all months, Offerors are instructed to price those accounts with the values provided by GSA.

14. Group 4 contains PEPCO MD account numbers 0550199861697001766510 and

0550199659407001766494. These are residential accounts that cannot be served. We ask that they be removed from the solicitation.

A: See Amendment 0004 Attachment 13 Final Exhibit 1 PJM Accounts. These accounts have been removed.

15. For Group 6, there is no usage data available for Account #0550194899097002331561. Can the GSA provide clarity on the proxy usage profile for why one or more months are zero? Will this be zero each year?

A: See the comment in the “Notes” sheet in the Exhibit 1 file, “No usage was received from PEPCO DC for the following WMATA accounts. Estimated volumes were provided by WMATA to reflect estimated usage under a new contract starting

November 2026.”

16. Regarding Account #0550371748147002354338, can more information be provided regarding the type of account this is in addition to the proxy usage provided?

A: See answer to question 15.

17. Please note the NARA account from the note for Group 3 is a part of the PEPCO MD Group

4. Can the GSA revise the notes to confirm the account belongs to Group 4?

A: Confirmed. See Amendment 0004 Attachment 13 Final Exhibit 1 PJM Accounts, the Notes page has been updated to reference pricing group 4.

18. For the four accounts listed on the Notes sheet of the Exhibit 1 file that include a note on projected increases or reductions over the new contract term, GSA provide clarity on when over the 24-month term the increase/decrease will occur to impact the usage?

a. How is the change of use reflected in the value provided for the expected contract volume? For example, is the 15% increase for Account #08054403860006614206 taken into account in the contracted volumes provided for the 12-month new profile?

When is the change from the historic volume to change to the contracted volume expectations? This is needed for each account that expects growth or decrease below .

A: For these four accounts, see the Historical Annual kWh Usage (for reference only) values and the Contract Annual kWh Usage (Contract Volumes). The

Contract Annual kWh Usage (Contract Volumes) incorporate the percent increase or reduction noted for each account. As the various projects and funding for these accounts have different start dates, the specific start date for increases or reductions cannot be provided at this time. As stated in the Notes page of Exhibit 1, the projected increases or reductions provided are for the new contract term.

b. Please note the NARA account from the note for Group 3 is a part of the PEPCO MD

Group 4. Can the GSA revise the notes to confirm the understanding the account belongs to Group 4?

A: See answer to question 17.

19. Regarding Federal Power Act §202(c) Emergency Orders: Could the General Services

Administration (GSA) clarify that, if ancillary costs are increased due to an emergency order under the Federal Power Act §202(c), are suppliers to pass through elevated costs due to the order respective of Attachment 3’s “Price Component” table? This table defines the

Federal Power Act §202(c) as an economic price adjustment.

A: Yes, see answer to question 11.

20. Regarding Federal Power Act §202(c) Emergency Orders: With respect to costs related to

Federal Power Act §202(c), are there specific costs that exist today that the GSA would like to highlight (i.e., costs associated with the Eddystone Generating Station)?

A: No.
