The contractor must provide comprehensive inspection, testing, recharging, maintenance, and repair services for fire suppression systems including dry chemical, wet chemical, and clean agent systems, as well as ultra-violet exhaust hood systems to ensure their serviceability and prevent deterioration. All contractor personnel must be licensed by the State of Texas and fully qualified to inspect and test fire suppression systems in accordance with manufacturer specifications and National Fire Protection Association standards. The anticipated contract structure is Firm Fixed Price, and interested firms must submit responses including capability statements limited to two pages, complete the sources sought questionnaire, and provide any questions or concerns by Friday, September 12, 2025, at 1100 hours CDT. Correspondence must be directed to both Contract Specialist Teresa Sullivan and Contracting Officer Emily Rodriguez at their respective Air Force email addresses.

This opportunity is designated as a Total Small Business set-aside under NAICS code 811310 with a size standard of $12.5 million, and no incumbent contractors are identified in the notice. The comprehensive scope covers 104 total fire suppression systems with 168 cylinders across various facilities including dining facilities, child development centers, youth centers, and specialized areas like flammable storage and paint booths. The contract includes multiple service components such as semi-annual maintenance, hydrostatic testing, quarterly UV system inspections, emergency repair services, and parts replacement across all JBSA installations. The UV exhaust hood systems alone feature multiple control panels, hoods, and bulb configurations ranging from 54 to 300 bulbs per location using various brands including Caddy and Halton. While no specific contract value is disclosed, the scope encompasses facilities across five major installations and requires contractor insurance coverage including $500,000 bodily injury liability, indicating a substantial maintenance operation planned for fiscal year 2026.
