About this opportunity

Air Mobility Command seeks replacement of standpipes, bases, and guide rails on a sewer lift station at Building 509, Joint Base Charleston Air Base, South Carolina, with proposals due May 13, 2026, at 2:00 PM EDT. The procurement is a 100% small business set-aside under NAICS code 237110 (size standard $45 million), issued as a combined synopsis and request for quotation (RFQ FA441826Q0056).

Place of performance is Joint Base Charleston, North Charleston, South Carolina. Work encompasses four existing Sulzer pumps (XFP 150E CB-1.4 PE-105/4 model, 208v/3 Phase); the pumps themselves remain and do not require replacement. All standpipes must be fabricated from stainless steel with 8-inch diameter. The contractor must establish OSHA-permitted confined space entry (CSE) capability, plug the incoming manhole, install a contractor-provided bypass pump system, remove existing guide rails and standpipes, install new bases and guide rails using new guide rail brackets on all four pumps, and test all components for functionality. The work site depth is approximately 27–30 feet. The contractor proposes its own performance schedule as part of the bid. A one-year warranty covering defective workmanship and materials is required from completion. The contractor bears responsibility for any damage to government property resulting from construction procedures and must comply with OSHA safety regulations and Toxic Substances Control Act of 2016 prohibitions on Class I ozone-depleting substances, asbestos-containing materials, and lead paints.

Award will be firm-fixed price, F.O.B. destination. Evaluation ranks price first (lowest to highest); the lowest-priced quotation is evaluated for technical acceptability against all Statement of Work requirements; if technically acceptable, award is made at that price; if not, evaluation proceeds to the next lowest price. Quotes must remain valid 45 days following the RFQ closing date. Questions are due May 6, 2026, at 2:00 PM EDT. A mandatory site visit was held May 5, 2026. Offerors must be SAM-registered and complete the RFQ Fill-in Sheet (Attachment 3) and FAR 52.212-3 representations and certifications.
