About this opportunity

The Federal Correctional Institution Memphis, operating under the Department of Justice Bureau of Prisons, is soliciting bids for the removal and installation of an Uninterruptible Power System (UPS) for the Communication and Control Center. The contractor must provide labor, equipment, and materials to disconnect the existing UPS, install a new Eaton 9355-30 Model 20 UPS system with battery cabinets capable of providing 90 minutes of backup power, and implement 3-position switches and safety disconnects on the UPS systems. Key requirements include compliance with Lock Out Tag Out procedures, security protocols for working within a federal correctional facility, obtaining an NCIC criminal history check, and providing a five-year warranty covering all materials and workmanship. The solicitation specifies that alternative UPS manufacturers may be considered if their products meet the technical requirements of 30kVA with minimum efficiency ratings of 97% at full load and 94% at 50% load, but refurbished units are explicitly prohibited. The bid submission deadline is November 25, 2025, at 11:00 AM CST, with a voluntary site visit scheduled for November 24, 2025, at 9:30 AM CST; vendors must submit NCIC check forms by November 19, 2025, to participate in the site visit.

This solicitation uses no set-aside designation and will be awarded as a firm fixed-price contract to a single responsible entity, with no incumbent contractor identified in the documents provided. The project is valued at approximately $30,000 based on the UPS system specifications and associated installation work, though the exact contract value is not explicitly stated in the solicitation. The work involves one UPS unit (the 9355-30 Model 20) with corresponding battery cabinets providing 90 minutes of backup power and encompasses all removal, installation, and reconnection tasks necessary to bring the new system into service. Work must be performed during standard business hours of 7:30 AM to 3:30 PM, Monday through Friday, in compliance with all federal facility security requirements. The place of performance is located at FCI Memphis in Bartlett, Tennessee 38134, and the contractor must comply with all security protocols, including wearing institution-provided badges, maintaining no contact with inmates, and adhering to strict clothing and personal item restrictions while working within the secure perimeter.
