About this opportunity
The Department of the Air Force Air Mobility Command is soliciting analytical and laboratory services for Polychlorinated Biphenyls (PCB) and Toxicity Characteristic Leaching Procedure (TCLP) Metals testing to support the Nuclear Power Training Unit (NPTU) at Joint Base Charleston - Weapons Station, South Carolina. Contractors must provide NELAP-certified laboratory services with a 10-day turnaround time for most analyses to test samples from Moored Training Ships barges and onsite buildings, as failure to fulfill these requirements would halt training and site operations. The government will evaluate quotes based on three factors in order of importance: price, technical acceptability (verified through NELAP certification), and past performance, with the lowest-priced technically acceptable quote receiving a Substantial Performance Confidence rating being selected. Amendment 01 was issued on August 12, 2025, extending the quote submission deadline to August 19, 2025, at 5:00 PM Eastern Time. Quotes must be submitted electronically to the 628th Contracting Squadron, and vendors must be registered in the System for Award Management (SAM).
This is an unrestricted acquisition with no set-aside designation under NAICS code 541380 (Testing Laboratories and Services) with a $19 million size standard, and no incumbent contractors are identified in the solicitation documents. The contract structure includes a base year from October 1, 2025, through September 30, 2026, with four additional one-year option periods extending through September 30, 2030, for a potential five-year total performance period. Testing quantities are estimated at 216 routine PCB swipes, 40 special PCB swipes, and various other specialized testing categories annually, with payment based on actual units ordered and analyses completed. Maximum estimated quantities range from 5 to 216 samples across different testing categories, with the government paying only for completed analyses on an as-needed basis. All services will be performed to support operations at the NPTU facility located in Goose Creek, South Carolina 29445.

2. Extend the closing date for the RFQ until 19 August 2025 at 5:00PM Eastern Time.
XXXXXX END OF AMENDMENT XXXXX
On-going requirement for analytical and laboratory services in support of the Nuclear Power Training Unit (NPTU), located at Joint Base Charleston - Weapon Station, South Carolina. The contractor shall provide all analytical and laboratory services for Polychlorinated Biphenyls (PCB) and Toxicity Characteristic Leaching Procedure Metals. If the requirement for these services are not fulfilled, NPTU will not be able to execute the required sampling on the Moored Training Ships (MTS) barges and buildings on site; this would have a negative impact on NPTU's mission, ultimately stopping training and other site operations.
