About this opportunity
The Department of the Air Force Pacific Air Forces, through the 354 Civil Engineer Squadron at Eielson Air Force Base in Alaska, is soliciting proposals for comprehensive Grounds Maintenance Services under RFP number FA500426R0003. The contractor must provide all personnel, equipment, tools, materials, vehicles, supervision, and services necessary to maintain approximately 2,388 acres across multiple ground types including improved grounds (345.1 acres), semi-improved grounds (478.9 acres), unimproved grounds (601.13 acres), airfield/BASH areas (908.1 acres), and associated landscaping and rights-of-way areas. This acquisition utilizes full and open competition under NAICS code 561730 (Landscaping Services) with a small business size standard of $9.5 million. The Government will award to the responsible offeror providing the best overall value through evaluation of technical capability, past performance, and price, with technical and past performance combined being significantly more important than price. Technical evaluation encompasses six factors: grounds maintenance and management plan (including equipment and staffing subfactors), proposed mowing schedule, mobilization plan, mission essential plan, financial worksheet, and small business commitment. The most recent proposal submission deadline is February 25, 2026 at 11:00 AM Alaska Standard Time, with past performance questionnaires due the same date and time; all prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award.
This solicitation includes no set-aside designations and has no incumbent contractor identified, as the previous contract FA500425C0003 has concluded with a historical value of $3,152,227.83. The performance period spans from March 1, 2026, through September 30, 2031, organized into five one-year base periods with firm fixed pricing across all contract line items. The growing season operates from April 15 through September 30, with service requirements including 18-22 mowings annually for improved grounds, 6 mowings for semi-improved grounds, 2 mowings for unimproved grounds and airfield areas, and various specialized maintenance tasks such as vegetation bed care, drainage ditch maintenance, tree work, and emergency services. All services are to be performed at Eielson Air Force Base, Alaska (coordinates 99702), with the Government providing approximately 1,500 square feet of interior and 8,500 square feet of exterior space at Building 6220 for contractor use, plus electricity and emergency services. The contractor must maintain normal operating hours of 0700-2200 Monday through Sunday, excluding federal holidays, and complete all quality control and performance standards as outlined in the Performance Work Statement and multiple solicitation attachments that have been updated through seven amendments issued between January 29 and February 24, 2026.
