About this file
This is a Questions and Answers document for a Grounds Maintenance Solicitation. The document addresses clarifications regarding irrigation system responsibilities, maintenance requirements, and solicitation administration.
Key technical requirements clarify that no irrigation systems are available for contractor use, and the contractor is responsible for providing all equipment needed to perform irrigation services in accordance with PWS paragraph 1.1.5. The contractor must include the cost of irrigation parts, components, and materials in their proposal, as these will not be government-furnished. Contractors will be notified of issues caused by their equipment failures and may be requested to respond based on imminent damage to government property or mission failure. No site visit will be conducted; reference pictures have been added to the solicitation. The previous contract number was FA500425C0003 with a value of $3,152,227.83. Proposal submission deadlines have been clarified as 19 February, with corrected Pre-Qualified Quotation (PPQ) deadlines updated to reflect accurate due dates. The solicitation is maintained as full and open competition; a request to return it to Small Business HUBZone set-aside was denied. However, Amendment 3 updated clause 52.212-5 to add clause 52.219-4, providing evaluation preference for HubZone Certified Small Businesses. The government declined to modify current evaluation factors to include company key persons and project managers in past performance assessments. There is no incumbent contractor for this requirement.
