About this opportunity

The 319th Contracting Squadron at Grand Forks Air Force Base, under the Department of the Air Force Air Mobility Command, is conducting market research to identify contractors capable of providing elevator maintenance services. The procurement requires contractors to provide comprehensive maintenance, repair, and inspection services for vertical transportation equipment to ensure all base elevators operate smoothly and in accordance with the Performance Work Statement. Key contract requirements include developing an annual Maintenance Control Program, performing routine and emergency service calls within specified timeframes, conducting required inspections with a Qualified Elevator Inspector, maintaining comprehensive documentation, and complying with ASME A17.1 safety codes and other applicable regulations. Interested firms must submit a capabilities package that outlines their qualifications, includes three past references with current contact information and contract numbers, and addresses any proposed subcontractors. The deadline for submitting responses to this Pre-Solicitation Notice is January 23, 2026, and this notice is being issued for market research purposes only and does not constitute a government commitment or obligation to award a contract.

This procurement is designated as a Total Small Business set-aside, limiting competition to qualifying small business entities. The contract will cover maintenance services for nine vertical transportation units located across Grand Forks Air Force Base, including elevators and lifts manufactured by Vibratron, Schindler, Otis, and US Elevator with capacities ranging from 750 to 3,000 pounds. The equipment installation dates span from 2000 to 2020, representing a diverse portfolio of systems requiring specialized maintenance expertise. Contractors must be prepared to provide 24/7 emergency repair services and meet strict security requirements, including base entry procedures and anti-terrorism training. While no specific award value or contract duration is stated in this Pre-Solicitation Notice, the scope of services and security requirements indicate a substantive ongoing maintenance contract; the government intends to use responses to this market research to determine the final procurement method and approach.
