About this opportunity
The U.S. Department of State, through the American Embassy in Dar es Salaam, Tanzania, is seeking a contractor to upgrade its fuel distribution system and provide bulk fuel supply services. The procurement involves removing the existing fuel distribution system owned by TotalEnergies Marketing Tanzania Ltd., which includes two 20,000-liter underground diesel tanks, one 15,000-liter petrol tank, and associated dispensers, then installing and operating a new system with a single 20,000-liter underground storage tank and one dispenser. The contractor will retain ownership of the new equipment and invoice the Embassy only for service fees, not for the equipment itself. Evaluation criteria include financial resources, performance capabilities, business ethics, and references, with contractors required to maintain SAM registration and Defense Base Act insurance. The original proposal deadline was July 2, 2025, but has been extended to August 22, 2025, following a pre-proposal conference held on June 10, 2025.
This solicitation does not include any small business set-aside designations and is open to all responsible sources. TotalEnergies Marketing Tanzania Ltd. is identified as the current contractor operating the existing fuel distribution system that requires removal and replacement. The contract will be structured as a firm fixed-price requirements type with task orders issued as needed, and all work will be performed at the U.S. Embassy compound in Dar es Salaam, Tanzania.
