About this opportunity
The U.S. Department of State, specifically the U.S. Embassy in Dar es Salaam, Tanzania, is seeking a contractor to upgrade and manage its fuel distribution system through a pre-solicitation notice. The contract requires the successful bidder to remove the existing fuel infrastructure currently owned by TotalEnergies Marketing Tanzania Ltd and install a new system with a 20,000-liter underground storage tank and a dispenser. The contractor will be responsible for providing high-grade diesel to the Embassy, with an anticipated monthly minimum order of 41,000 liters and a maximum annual order of 500,000 liters. Interested contractors must be registered in the System for Award Management (SAM) database and can submit electronic responses up to 65 MB before the June 29, 2025 response deadline. The government may award the contract based on initial offers without further discussion, and a pre-quotation conference is planned with additional details to be included in the full solicitation.
The contract is not designated for any specific set-aside category and will be a firm fixed-price requirements type contract with one base year and four optional one-year extensions. The current fuel infrastructure is owned by TotalEnergies Marketing Tanzania Ltd, which will be removed as part of the new contract. While specific award values are not explicitly stated, the contract involves a service fee structure where the Embassy will be invoiced only for services, not for the newly installed equipment and software. The system will remain in the possession of the contractor, who will manage both the infrastructure upgrade and ongoing fuel supply. The contract falls under the NAICS category 424710 for Petroleum Bulk Stations and Terminals and the PSC category S204 for Housekeeping- Fueling And Other Petroleum Services, indicating the specialized nature of the procurement.
