About this opportunity
The Department of State Office of Acquisition Management seeks design-bid-build roof replacement services for three buildings at the U.S. Embassy in Freetown, Sierra Leone, with proposals due September 11, 2026, at 4:00 PM ET. This is a Total Small Business set-aside. The NAICS code is 238160, Roofing Contractors; PSC is Z1AA, Maintenance of Office Buildings.
Place of performance is Western Area, Sierra Leone. The scope covers approximately 33,000–36,000 square feet of roofing across the New Office Building (23,000 sq ft), Recreation Building (2,500 sq ft), and Compound Access Control Buildings (7,500 sq ft combined), including complete removal and disposal of existing roofing and installation of hot rubberized asphalt protected membrane roofing with insulation, drainage, flashing, and concrete pavers. The applicator must be manufacturer-approved with a minimum of five years' experience. Acceptable roofing manufacturers include American Hydrotech Monolithic Membrane 6125, Barrett Ram-Tough 250, Soprema Colphene H, and Siplast PA-750. One small roof section requires two-ply modified bitumen. All minor concrete deck repairs necessary to provide suitable substrate must be included at no additional cost. The period of performance is 430 calendar days total, with 195 days on-site for construction (120 days NOB, 30 days REC, 45 days CACs), beginning within 10 days of award and ending December 16, 2027.
Contractor personnel must possess an active Secret facility security clearance at proposal submission. Secret-cleared U.S. escorts are required for uncleared local labor at a 1:5 ratio (one cleared escort to five uncleared workers), with Regional Security Officer discretion to adjust to 1:10. Uncleared workers cannot access interior Compound Access Areas except when passing through to reach roofs, and must pass through metal detectors and wear red daily badges. All vehicle and operator information must be submitted 48 hours before entry. Construction is permitted during daylight hours any day of the week with 24-hour Regional Security Officer coordination; night work is prohibited. All rooftop photographs must be reviewed by the Regional Security Officer the same day taken. No electronic devices or photographic equipment are permitted in or adjacent to Compound Access Areas without special Regional Security Officer permission. All photographs, documents, and records generated during performance become exclusive U.S. Government property and remain subject to strict public release controls. All public disclosures require prior written approval from a Contracting Officer and OBOPublicRelease@state.gov.
The firm-fixed-price contract requires performance bonds and payment bonds within 10 days of award. Liquidated damages are $1,689 per day for completion delays. A mandatory pre-proposal site visit is scheduled for August 11–13, 2026; prospective offerors must notify the Contracting Officer by August 3 and comply with visa, yellow fever immunization, and airport fee requirements. Questions are due August 19. Evaluation prioritizes technical merit over cost, with award to the lowest priced technically acceptable offeror whose offer conforms to solicitation requirements. Technical proposals must address business management and project scheduling, personnel qualifications and organizational structure, and quality assurance and safety programs. For contracts exceeding $150,000 involving third-country national recruitment, a Pass/Fail recruitment plan, housing plan if applicable, and trafficking in persons compliance certification are required. Past performance references must submit completed questionnaires directly to EdwardsRC@state.gov by 3:00 PM ET on September 8. Invoicing must be submitted through the Invoice Processing Platform at www.ipp.gov. Contracting Officer Ryan C. Edwards (EdwardsRC@state.gov, 202-615-4805) administers the contract. Five amendments have been issued: Amendment 01 added site access information; Amendment 02 added pre-bid site visit photos; Amendment 03 extended the deadline to September 11 and posted Q&A responses; Amendment 04 revised the basis for award; Amendment 05 corrected lodging and M&IE formulas in the price sheet.
