About this file

This is Amendment No. 1 to the bidding documents for a roof replacement project at the U.S. Embassy in Freetown, Sierra Leone, dated August 31, 2026. The amendment modifies the original contract documents for replacing roofs on the New Office Building (NOB), Recreation Building (REC), and Compound Access Control Buildings (CACs).

The amendment adds Section 07010 (Stone Coping Cleaning) as a new specification requirement and amends three existing sections: Section 00003 (Table of Contents), Section 01010 (Summary of Work), and Section 011150 (Construction Security). The stone coping cleaning work involves removing organic growth, surface dirt, and contaminants from polished granite surfaces at the CACs using detergent cleaners (Prosoco EnviroKlean 2010 All-Surface Cleaner) or biocides (D/2 Biological Solution), with biocide designated as the primary cleaner to mitigate reappearance of organic growth. The work includes mock-up testing, protection of glazing units and adjacent surfaces, and pH-neutral rinsing procedures. The construction timeline includes 195 total days on-site (120 days for NOB, 30 days for REC, and 45 days for CACs) with a total period of performance of 430 calendar days. Rainy season months (May through November) are noted as a scheduling consideration. Three drawings are amended: Drawing G00 (Cover Sheet), Drawing A06 (CACs Existing Roof Plans), and Drawing A07 (CACs New Roof Plans). The project involves coordination with the U.S. Department of State's Overseas Building Operations and Regional Security Officer requirements for personnel clearances, local labor screening, and material procurement security procedures.

1. Protection: After cleaning is complete, remove protection no longer required. Remove tape and adhesive marks.

E. Perform additional general cleaning, and spot cleaning of small areas that are noticeably different when viewed according to the "Cleaning Appearance Standard" Paragraph, so that cleaned surfaces blend smoothly into surrounding areas.

F. Water Application Methods:

1. Water-Spray Applications for Prewetting and Rinsing: Unless otherwise indicated, hold spray nozzle at least 12 inches (300 mm) from wall surface and apply water in horizontal back-and-forth sweeping motion, overlapping previous strokes to produce uniform coverage.

G. Chemical-Cleaner Application Methods: Apply chemical cleaners to masonry surfaces according to chemical-cleaner manufacturer's written instructions; use brush or spray application at less than 50 psi. Avoid wind drift of spray-applied cleaners. Do not allow chemicals to remain on surface for periods longer than those indicated or recommended in writing by manufacturer.

H. Rinse off chemical residue and soil by rinsing each treated area thoroughly at each stage or scaffold setting. Periodically during each rinse, test pH of rinse water running off of cleaned area to determine that chemical cleaner is completely removed. Repeat rinse if tested pH is not between 6.5 and 7.5. Perform a final rinse of each wall area from top to bottom.

I. After cleaning is complete, remove protection no longer required. Remove tape and adhesive marks.

3.3 PRELIMINARY CLEANING

A. Preliminary Cleaning: Before beginning general cleaning, remove extraneous substances such as sealant that are resistant to planned cleaning methods. Exercise care during removal to avoid damaging substrate.

c. On areas of cleaning exposed to wind or sunlight, monitor areas of work during dwell time to ensure that applied cleaners do not dry on the surface. Areas that begin to dry should be lightly misted with water.

d. Just prior to rinsing, agitate surface again by scrubbing gently and thoroughly with a nylon bristle brush. Care should be taken when scrubbing the stone during cleaning to avoid scrubbing the glass or metal window frames.

e. Rinse thoroughly with very low-pressure warm water. Rinse with clean water until the pH of the surface has returned to neutral.

f. Repeat cleaning and rinsing sequence described above as necessary until cleaning standard established by approved samples is met.

g. The wall should be rinsed until the pH of the surface has returned to neutral. This may take a minimum of 5 minutes. A second rinse within an hour of the first for at least 2 additional minutes shall be performed to remove any cleaner residue. This second rinsing shall be performed with very low-pressure water.

B. Organic Growth (Mold, Mildew, and Algae) Removal:

1. For D/2 Architectural Biocide:

a. Dry-brush area to remove dense biological growth with a soft nylon bristle brush.
