About this opportunity
The Department of the Air Force Air Education and Training Command seeks rental of portable latrine units and related sanitation equipment for Columbus Air Force Base's 2026 250th Anniversary Fireworks show, with proposals due May 28, 2026 at 12:00 PM. The procurement is a 100% small business set-aside under firm fixed pricing.
Place of performance is Columbus, Mississippi (39710). The contractor must provide 100 standard polyethylene non-flushing latrine units with holding tanks and separate urinals; 12 handicapped-accessible ground-level non-flushing units; 16 hand-washing stations with foot-pedal operation capable of serving two people simultaneously; one self-sufficient VIP trailer with flushing toilet, onboard generator, and holding tanks for water and black water, designed to serve approximately 550 VIP guests; and 16 freestanding touch-free hand-sanitizing stations, each serving four people simultaneously. The event anticipates 5,000 to 10,000 attendees on July 4, 2026 from 5:00 PM to 10:00 PM. Unit placement begins July 3, 2026 at 8:00 AM; all units must be removed by 11:59 PM on July 5. A mandatory service call is scheduled for July 4 at 7:30 PM. No more than half of standard latrine units (or 10 units maximum, whichever is fewer) may be inoperative at any time.
The contractor must comply with EM 385-1-1 and OSHA safety requirements, ensure units resist tipping in high airfield winds, and restore any site damage at no additional government cost. The Service Contract Act applies; offerors must include a wage schedule reflecting WDOL 2015-5157 Revision 29. Evaluation uses lowest price technically acceptable, with pricing primary and technical acceptability secondary. The incumbent contractor is David Knight Construction. The NAICS code is 562991 (size standard $9 million), and the PSC is W085.
